The 911th Airlift Wing MXG Metals Fabrication Shop, Pittsburgh, PA has a requirement to establish a purchase order for five years (base + four option years) for annual preventative maintenance services for their Phillips HAAS CNC Machines and OMAX Waterjet Cutter by certified Phillips Federal Division service representatives. Market research has determined that Phillips Federal Division is the only source capable of providing the required services as they maintain all proprietary data rights to their equipment. Therefore, the government intends to procure these services on a sole source basis from Phillips Corporation Federal Division.

PER FAR 13.106(B), THIS REQUIREMENT IS SINGLE SOURCED TO PHILLIPS CORPORATION INC., FEDERAL DIVISION AS THEY ARE THE SOLE AND EXCLUSIVE DISTRIBUTOR OF HAAS AND OMAX FOR UNITED STATES GOVERNMENT FACILITIES. NO OTHER DISSTRIBUTOR OR AGENT IS AUTHORIZED TO REPRESENT HAAS AND OMAX IN THE FEDERAL GOVERNMENT SPACE. SEE ATTACHED JUSTIFICATION.

Per FAR 5.207(c)(16)(Ii), all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. The deadline for submission of questions and/or capability statements, proposals, or quotations relating to this requirement is Wednesday, 1 March 2023 at 4 pm EST. Capability Statements/quotes or questions received after this deadline will not be accepted.

Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. The 911th Airlift Wing will NOT be responsible for any costs incurred by interested parties in responding to this notice of intent. Only written responses will be considered. A determination by the Government not to compete this requirement based upon responses received as a result of this notice is solely within the discretion of the Government.

Any prospective contractor must be registered in the System for Award Management (SAM) in order to be eligible for award. Interested parties are encouraged to furnish information by email only with RESPONSE TO INTENT TO SOLE SOURCE FOR FA671223Q0006 in the subject line. All documents submitted will not be returned. All interested parties shall submit clear and convincing documentation demonstrating their capabilities to satisfy the requirements listed above to Paul Davisson, Contracting Officer, at paul.davisson@us.af.mil. The capability documentation should include general information and technical background describing in detail the prospective contractor's capabilities and experience that will demonstrate the ability to support these requirements.
