The U.S. Army Corps of Engineers, Philadelphia District, intends to award a firm fixed contract to perform repair and overhaul of five levee pumps, at the Bernville Protective Works facility located in Bernville, PA.



The intent of this scope of work is to remove, overhaul, and reinstall five mixed flow storm water pumps and their associated automatic greasers at the Bernville Protective Works (BPW) in Bernville, Pennsylvania. The pumps and greasers that are to be removed, overhauled, and reinstalled are #1, #2, #3, #4 and #5. The pumps and automatic greasers are to be removed, repaired and reinstalled one at a time in sequential order, with the second pump and greaser removed after successful installation and testing of the first pump and greaser, and so forth.



The Bernville Protective Works facility consists of six Patterson Pump 26X 30 SAFV Vertical Turbine Pumps, Model No. 26X30SAFV, with design capacity of 22,400 GPM and 33' TDH. Each pump is driven by a 250-hp, 460V, 3PH General Electric motor, Model No. 5K6328XC402A. Only pumps 1 through 5 as indicated above are to be considered.



A tentative date for a site visit to the Bernville Works facility is scheduled for February 16, 2023, at 10:00AM. Work to commence April 15, 2023; however, no pump can be put out of service between the dates of 15 April 2023 through 31 October 2023. Pump removal work is to commence on 1 November 2023. All work under the contract must be completed no later than 15 April 2024.



The NAICS Code for this project is 811310 Commercial and Industrial Machinery and Equipment Repair and Maintenance and the small business size standard is $12.5 Million.



Responses to this Sources Sought Announcement will be used by the Government to make appropriate acquisition decisions. Narratives are requested with the following information, which shall not exceed a total of eight (8) pages.



1. Offeror’s name, address, points of contact with telephone numbers and e-mail addresses.



2. Business size/classification to include any designations as Small Business, HUBZone, Service Disabled Veteran Owned, 8(a), Women-Owned small businesses shall be indicated on first page of submission.



3. Provide construction bonding level per single contract/task order. Provide the aggregate sum total construction bonding level. Provide both capabilities which must be expressed in U.S. dollars; along with current available bonding capacity.



4. Description of capability to perform similar or same projects listed above, manage subcontractors, prepare and comply with various environmental and construction permits, and capacity to execute this project with other ongoing construction contracts.



5. Past performance/experience on projects of similar scope and magnitude, describing no more than five (5) projects that are at least 50% construction complete within the past five years. The past performance information should include project title, location, general description of the construction to demonstrate relevance to the proposed projects, the Offeror’s role, dollar value of contract, and name of the company, agency or government entity for which the work was performed with contact information (reference name, phone number and e-mail address).
