NOTICE OF INTENT TO AWARD SOLE SOURCE: Letterkenny Army Depot intends to issue a sole source, Firm-Fixed Price contract for 60 EA, 12683351 Emergency Steering Pumps. This component will be used in the assembly MMPV Type II T-Case ECP Kits (PN: 12683242) to General Dynamics Land Systems-Canada Corporation 2021 Oxford Street East, London, Ontario N5V2Z7, Canada. This will be a one-time purchase. The Government does not possess the technical data package (TDP). The TDP is proprietary to the original manufacturer due to the existence of restricted rights from OEM (PRO HYDRAULICS, 71 Watt St. Meadowdale 1614 Gauteng, South Africa will only sell to General Dynamics Land Systems. This will be Freight On Board (FOB) destination to Letterkenny Army Depot. The 2022 North American Industrial Classification System (NAICS) 336992 Military Armored Vehicle Tank, and Tank Component Manufacturing, the size standard is 1250 employees. The Statutory Authority permitting Other than Full and Open Competition for this action is U.S.C. 2304(c)(1) as implemented in FAR 6.302-1(a)(2), “Only One Responsible Source and No Other Supplies and Services will Satisfy Agency Requirements”. The proposed contract action is for supplies for which the Government intends to solicit and negotiate with only one source under the authority of the Simplified Acquisition Procedures at 41 U.S.C. 1901, as implemented by Federal Acquisition Regulation Subpart 13.5. Solicitation number W911N2-23-R-0003 will be released on or about 10 October 2022, with a closing date on or about 31 October 2022. The annotated closing date for the solicitation is an estimated date and may be adjusted dependent upon the release of the solicitation. All interested sources may submit a proposal which shall be considered by this agency.
