Individual Meetings:

The Corps of Engineers is posting the 95% design documents for several unique reasons to include:

1. Providing adequate time for the construction industry to assess their desire to participate in a prime contractor, sub-contractor, or material supplier role on the project.


2. Garner feedback on the stated period of performance.


3. Invite open discussion on the technical and acquisitions risks identified by the construction industry.


4. Providing adequate time to discuss the merit of any alternative proposals that are being considered for inclusion during the RFP submission.

The 95% design documents include plans, specifications, bid schedule, and a federated BIM model of the project design to date (Federated BIM Model available upon request to Christopher Dening, see email below). The 95% design documents shall not be used for bidding purposes and will be superseded by the official solicitation currently scheduled for the 4th quarter of CY2023.

A defined pre-bid site visit will be held following the solicitation of the contract, but USACE is inviting one-on-one discussions with contractors to provide feedback on the 95% design documents. USACE will entertain additional site visits to Montgomery by appointment and based on the availability of USACE staff. One-on-one discussions can be held virtually or in person in the Pittsburgh area by appointment.

In order to incorporate any feedback from contractors into the final design, all requested one-on-one meetings must be completed no later than 12 May 2023.
