Packaging, Storage, and Containerization Center (PSCC) performs packaging testing for the Department of Defense (DoD), other government agencies, and occasionally for private industry. The PSCC testing facility is located at 11 Hap Arnold Boulevard, Building 2, Bay 5, Tobyhanna, PA 18466.
PSCC currently seeks to purchase a Compression Test Machine to replace existing TLS Compression Tester. The compression tester needs repair of test surfaces, upgrade electronic components that are over 15 years old, and update software that is over 12 years old. The original manufacturer does not provide upgrades for legacy equipment and the waist high base plate creates safety concerns when handling heavy loads.
The new compression tester will be used to test materials and packaging that PSCC has been designated with lead service responsibility in AR 700-15, Packaging of Materiel. PSCC evaluates packaging performance according to the requirements in the 49 CFR, Hazardous Materials Regulations, for the purpose of supporting enforcement actions and industry outreach; many of these containers are also commonly used in the military distribution system.
The compression tester shall have the below important characteristics:
- Capability of simulating a top load compression force between 500-50,000 lbf.
- Capability of testing packages that fit under a 60”x72” platen with an 84” opening.
- Low-profile base plate that does not exceed 8” from the ground floor level.
- Fixed/Floating top platen to accommodate various test requirements.
- Can be installed without floor modifications including reinforcements or embedding.
