The City of Allentown (City) is soliciting proposals from qualified planning and research organizations to conduct a Housing Needs Assessment and Strategic Plan for the years 2023-2028. This study will enable the City and its partners to better understand housing and housing-related service needs for low- and moderate-income persons and households in order to prioritize needs, develop effective program and policy responses, and coordinate the use of Federal, State and local resources.
