INVITATION TO BID LANCASTER COUNTY SOLID WASTE MANAGEMENT AUTHORITY FREY FARM LANDFILL VERTICAL EXPANSION LEACHATE INFRASTRUCTURE Sealed Bids for the above-referenced Project will be received by the Lancaster County Solid Waste Management Authority ("Owner") until, and will be publicly opened on June 7, 2023, at 2:00 P.M. (local time) in the Owner's Office at 1299 Harrisburg Pike, Lancaster, PA 17603. A mandatory Pre-Bid Meeting will be held at 11:30 AM on Thursday, May 18, 2023, at the Project Site, at the Rieber House, at 3049 River Road, Conestoga, PA. A site visit will be conducted immediately after the Pre-Bid Meeting. All questions must be submitted by May 24, 2023, at 4:00 PM. The Project generally includes, but is not limited to, the following activities: 1. Installation of leachate conveyance infrastructure; 2. Modification of existing leachate conveyance infrastructure; 3. Installation of electrical infrastructure; 4. Installation of underground electric conduit and cable to various locations on site; and 5. Installation of an Owner supplied backup generator. Each Bid must be accompanied by a certified check, bank cashier's check, or bid bond in the amount of 10% of the Bid total. No Bid may be withdrawn within sixty (60) days after Bid opening, and the Owner shall award a contract or reject all Bids on or before such sixty (60) day period. It is the Owner's intent to begin construction at the earliest possible date after award of a contract. The Owner reserves the right, which is understood and agreed to by all Bidders, to reject any and all Bids and to waive any omissions, errors, mistakes, defects, or irregularities in any Bid at its sole discretion.
