Description:
The Department of Human Services (DHS), Office of Developmental Programs (ODP) is seeking a contractor to provide a staffing resource for a long-term vacancy non-direct care nursing position, defined as a Quality Improvement Coordinator.  The office headquarter for the position is the ODP Southeast Region Office:  801 Market St, Suite 5071 Philadelphia, PA 19107.  Currently this is a telework eligible position with occasional travel within the State required, typically 3-4 times per month.

Quantities listed are estimates and may increase or decrease based on the needs of the program office.

Bids are due January 26, 2023, 10:00 AM and must be submitted electronically.  Late bids will be disqualified.

Contractors must enter firm prices for all contracted years and provide appropriate responses to all “Mandatory Attributes” contained in the solicitation. Failure to submit bid as described may result in yours being rejected as a non-responsive bidder.

•        Business Associate Addendum (HIPAA)

Contractors’ electronic submission must include the following as attachments.  Failure to submit these items may result in the rejection of the Contractor’s submission:

•        Signed Lobbying Certification Form
•        Signed Workers Protection Form
•        The selected Offeror must verify that all contracted medical professionals and future contracted medical professionals have an active Nursing license or equivalent alternative professional Licensure in the Commonwealth of Pennsylvania and is in good standing within their profession and regulatory agencies and not currently excluded, suspended or otherwise barred from participation in Medicare or Medicaid programs, or any other Federal or federally assisted programs.

•        The selected Offeror must verify that all contracted medical professionals have all applicable insurance coverage for their position description, which is dictated by law or generally accepted practices, to provide services within the Commonwealth of Pennsylvania at the time of bid.

The selected Offeror and provided staff must agree to comply with:
a.        All applicable laws and terms, processes and procedures that govern the Commonwealth and/or agencies as applicable.
b.        All federal and state laws related to the use and disclosure of information, including information that constitutes Protected Health Information (PHI) as defined by the Health Insurance Portability and Accountability Act (HIPAA).
