Description:

Temple University (“Temple”) is seeking qualified contractors to bid on work for the Mechanical-HVAC Construction Package for Renovations to the Women’s Health Center, located at 1331 E. Wyoming Avenue, Philadelphia, PA 19124.
The proposed renovations will be in the former CTCoA (formerly Cancer Treatment Center’s of America), located at Castor and Wyoming Avenues in the lower northeast section of the City of Philadelphia.
The Project will be relocating their Women’s Health Center services to a new property at the Juniata Campus. The programs to be relocated include the following services:
• Fetal Medicine
• Breast Health
• Ambulatory Surgery
• Labor Delivery Recovery | C-Section
• Antepartum Rooms
• Postpartum Beds
• Neonatal Intensive Care Unit
• Stabilization Area
These services will be established on the first floor, second floor, third floor and fourth floors of the existing five-story building. Partial areas of the first and fifth floors will be occupied during construction. The gross square footage of the areas to be renovated is approximately 104,000 square feet.
This Project is subject to a Delegation Agreement between Temple, the Pennsylvania Department of General Services and the Governor’s Office of the Budget. This Project will be a multi-prime project delivered pursuant to a multi-prime contract delivery structure. The Prime Contractors will include: General Construction, Mechanical-HVAC, Electrical, and Plumbing and Fire Protection, and each other contractor identified by Temple as being a Prime Contractor for the Project and which has been engaged directly by Temple to perform construction or supply machinery, materials, equipment or labor for construction of the Project.
Mechanical-HVAC Construction
The Scope of Work for the Mechanical-HVAC Construction Package shall include all necessary services, Work, labor, materials, supervision, tools, supplies, equipment, insurance, and applicable taxes necessary to complete Mechanical-HVAC Construction Package as shown in the Contract Documents for the above referenced Project. The Scope of Work for the Mechanical-HVAC Construction Package is further specified in the Agreement, the Scope of Work, the Plans and Specifications, and other documents that will be uploaded to TUebid as part of the solicitation.
Minimum qualifications:
1. Bidders must have performed healthcare renovation projects of a similar scale to this Project within the past 5 years.
2. Bidders’ project managers and superintendents must have experience managing inpatient healthcare projects, familiarity with the Safety Risk Assessment process and Infection Control Risk Assessment requirements typical for outpatient and inpatient hospital work.
3. Project managers and/or superintendents must have completed American Society for Health Care Engineering (ASHE) Health Care Construction (HCC) training or achieved ASHE Certified Healthcare Constructor (CHC) certification.
Release of Mechanical-HVAC Construction
The Mechanical-HVAC Construction Package is tentatively scheduled to be released for bid on May 16, 2023 with bids to be due on June 20, 2023.
All bidding information is released and processed through TUebid, Temple’s on-line solicitation management system.
To be invited to participate in the bidding process through TUebid, interested parties must contact Naomi Greenberg via e-mail at projects@temple.edu for written instructions by no later than 2:00 p.m. Eastern Time May 11, 2023. Insert the wording “Mechanical-HVAC Construction Package - Vendor Registration” in the subject line.

Registration in TUebid System; Legal Existence of Offeror. No bid will be accepted from a bidder that is not registered in the TUebid system. Under no circumstances will a bid be accepted from or on behalf of an entity, such as a partnership or joint venture, that is not in existence on the date the bid is submitted, or the existence of which is contingent on a future event, such as the award of a contract pursuant to this solicitation.
