THIS SOLICITATION MUST BE VIEWED IN JAGGAER. PROPOSAL SUBMITTALS WILL ONLY BE ACCEPTED ELECTRONICALLY THROUGH JAGGAER. All Offerors are required to create a user profile within the Commonwealth’s JAGGAER portal.

The State Employees’ Retirement System (SERS) is required by law to provide retirement benefit statements and tax documents to its more than 239,000 members and participants each year. The statements are personalized for each recipient, listing their sensitive retirement benefit information. As such, the accuracy and security of the statements, and the information used to produce them are vital. Through this Request for Proposals, SERS is seeking a vendor to assist in the production and mailing of three variable data mailings between November 1 and March 20, as detailed in the prior year print and mail specifications document, labeled Exhibit A, for the next two years, with three optional one-year renewals, to include:
•        Approximately 154,000 personalized tax documents and 155,000 static guides to be mailed by January 10 of each year
•        Approximately 137,000 personalized payment statements, each produced using one of two templates to be mailed by January 20 of each year
•        Approximately 109,300 personalized benefit statements, each produced using one of six templates to be mailed by March 20 of each year
•        Approximately 401,300 envelopes, printed from four layouts, for the mailing of all pieces identified in the three prior bullet points
