This PROJECT IS A REVISED REBID STANDARD LOW BID PROJECT and includes GENERAL, ELECTRICAL and FIRE PROTECTION.
PROJECT TITLE: Clarks Summit State Hospital - Upgrade Fire Alarm and Fire Suppression system throughout the Facility
ESTIMATED RANGE: .1 General – $800,000 - $900,000 . 4 Electrical – $300,000 - $400,000
& .5 Fire Protection – $1,000,000 - $2,000,000
LIQUIDATED DAMAGES = (.1) $270.00 per day, (.4) $130.00 per day & (.5) $370.00 per day.
There is no Bid Guaranty required for this Project.
DATE FOR RECEIVING BIDS IS THURSDAY, DECEMBER 1, 2022, AT 1:00 P.M.
The Pre-Bid Conference will take place on Thursday, November 3, 2022, at 1:00 P.M., at Clarks Summit State Hospital (Bldg. 2, Newton Hall, 3rd Floor, Training Center), 1451 Hillside Drive, Clarks Summit, PA 18411.
Client Agency Requirements - All who attend the Pre-Bid Conference will be temperature screened upon arrival and must be wearing a mask. Proof of vaccination, or an approved accommodation (i.e., religious or medical exemption from the vaccine) must be provided. Those attending the facility walkthrough that will follow the conference must wear the facility provided protective equipment which includes a gown, face shield, rubber gloves, and N95 mask.
Projects located at any Centers for Medicare & Medicaid Services (CMS) Facilities listed on the Department’s January 24. 2022, and March 25, 2022, Notices must continue to follow the “Interim Final Rule COVID-19 Vaccination Requirements” and deadlines. Projects at all Non-CMS Facilities are encouraged to follow COVID-19 vaccination requirements. Guidelines and site access requirements vary per site, and some agencies may have more stringent requirements which will be noted in their project’s Notice to Bidders.
The Department of General Services Public Works and the Bureau of Diversity, Inclusion and Small Business Opportunities (BDISBO) identified this procurement as eligible for the setting of Small Diverse Business (SDB) and/or Veteran Business Enterprise (VBE) participation goals. However, BDISBO did not set SDB and/or VBE participation goals for those procurements that are less than the $400,000 threshold required to set either goal. In addition, there will be no points allocated toward SDB/SB participation for this procurement.
This is a significant programmatic change from the SDB and SB Participation program contained in prior Projects issued by Public Works. Bidders now must agree to meet the SDB and VBE Participation Goals in full or demonstrate that they have made Good Faith Efforts to meet the Goals. Refer to the Instructions to Bidders section regarding Small Diverse Business and Veteran Business Enterprise Participation for further information.
The Goals for each Prime Contract is as follows: SDB AND VBE GOALS
.1 General Construction – ALL BASE BIDS (#1, & #2) SDB = 9% VBE = 3%
.4 Electrical Construction – ALL BASE BIDS (#1, & #2) SDB = NA VBE = NA
.5 Fire Protection Construction – ALL BASE BIDS (#1, & #2) SDB = 6% VBE = 3%
