Description:
Project Description. 511PA is Pennsylvania’s official traveler information system. It provides travelers with real-time road conditions and other transportation information needed to support travel decisions, via a number of platforms: website, phone system, mobile application (available on Android and iOS device), and email/text alerts. The 511PA system also supports 511PA Connect, which is an emergency two-way communication service which is used to communicate with stranded motorists during major road closure events.

511PA provides real-time traveler information to the public, including traffic incidents, construction, traffic speeds, roadway conditions, winter conditions and plow locations, speed and commercial vehicle restrictions, and views from live traffic cameras. This information is updated automatically utilizing feeds from Department and third-party sources and provided out to the public through the various 511PA platforms. The system also provides a variety of static traveler information, such as rest area/service plazas, low bridge, and electric vehicle (EV) charging station locations.

Traffic information and conditions are available on all state-owned roads, as well as all Pennsylvania Turnpike Commission (PTC) routes via the 511PA website and mobile application. The IVR phone system and personal alerts system provide traffic information and conditions on a subset of routes that includes interstates, PTC routes, and other major state and US routes. Usage statistics are available in Appendix E.

511PA is a free service. The vendor-hosted system is available 24-hours-per-day, seven (7) days a week and is accessible by dialing 511 from any telephone or by visiting 511PA.com. Users can also register through the 511PA website to receive personalized traveler alerts, provided through email and text messaging.

511PA has been in service since September of 2009, initially providing a website, phone system, and email/text alerts. The mobile app was added in 2014, and 511PA Connect launched in late 2016. The system is a joint venture between PennDOT and the Pennsylvania Turnpike Commission (PTC) in order to provide a unified traveler information system for the entire state.

The 511PA system:

•Provides travelers security and peace of mind knowing they can avoid unsafe situations from weather, road construction or accidents.

•Provides emergency management personnel the ability to communicate with stranded motorists during major road closures.

•Enhances safety and roadway operations by providing motorists with information about traffic issues before they encounter them.

The 511PA traveler information service must be fully functional and operational no later than 11:59 p.m., April 10, 2024.

The successful Bidder shall design, develop, implement, test, and operate a fully hosted statewide 511PA traveler information service, consisting of a telephone service, a website, a personalized traveler alert service, a hands-free, eyes-free mobile application, and an emergency traveler assistance system, as outlined in Appendix F System Requirements Specification.

DUAL DIVERSITY PROGRAMS (SDB/VBE AND PennDOT DB)
The Department of General Services (DGS) Small Diverse Business (SDB) and Veteran Business Enterprise (VBE) program and PennDOT’s Diverse Business (DB) program apply to this procurement.

There is no goal for Small Diverse Businesses (SDB) or Veteran Business Enterprise (VBE) on this solicitation, but bidders are encouraged to subcontract to SDB and VBE firms.

Pre-Proposal Conference and PennDOT DB Information Session. The Issuing Office will hold a DB Participation and Project Information Session for this RFP which we highly recommend you attend. The purpose of this Session is to provide an overview of the RFP, and DB Participation submission instructions. Offerors may ask questions during the session in accordance with Section 10, Questions and Answers contained in this Description Section, however responses provided during the Session are not official until the question is submitted in writing using the Q&A Board in JAGGAER. Q&A Board questions and written responses shall become part of this RFP.
