Description:
This Project includes: PROFESSIONAL SELECTIONS.  PROJECT TITLE:  PennWest California – Utility Plant Boiler Upgrades BRIEF DESCRIPTION: The scope of work includes, but is not limited to, replacement of the 3 existing boilers outside of the heating season (between April and October) with new more efficient boilers.  An analysis is to be conducted to determine the new boilers size, quantity, and need to remain on a dual fuel source.  To complement the new boilers, the pneumatic controls are to be replaced with new automated controls capable of remote monitoring.  The space created by the removal of the pneumatic control center is to be converted into a new acoustically separated office.  The office will house the controls and provide a secondary function for the operators to take breaks and eat meals.
ESTIMATED CONSTRUCTION COST: $6,570,000.00.

The Department of General Services Public Works and the Bureau of Diversity, Inclusion and Small Business Opportunities identified this procurement as eligible for the setting of Small Diverse Business (SDB) and/or Veteran Business Enterprise (VBE) participation goals. Applicants now must agree to meet the SDB and VBE Participation Goals in full or demonstrate that they have made Good Faith Efforts to meet the Goals. Refer to the project e-builder solicitation folder for instructions regarding Small Diverse Business and Veteran Business Enterprise participation.

ADDITIONAL REQUIREMENTS OF SHORT-LISTED FIRMS The following information will need to be provided:  detailed resumes for key design and management personnel with references; the firm’s approach to the project, including descriptions of tasks and scope of services, and an explanation of how the approach provides value to the Commonwealth; a detailed description from the firm’s portfolio of a project that illustrates the firm’s ability to translate design intentions into a solution that meets the client’s needs and expectations; an organizational chart and detailed work plan, identifying key personnel roles and percent of time assigned to the project; an explanation of how the firm assures high quality bidding documents; examples of relevant projects completed by the lead design professional and key personnel, with contact information for references for these projects; an assessment of key project issues and risks to the project; identification of special investigations, studies or testing that may be required; a list of professional liability claims and/or legal actions within the last ten years and a non-binding fee proposal.
