NOTICE TO BIDDERS CLOSURE CAP
Notice to Bidders

The County of Columbia is requesting sealed bids for the Reconstruction of the Existing Final Closure Cap System and Leachate Collection Systems Upgrade Project, at the Closed Columbia County Landfill Site located at 61 County Home Road, Bloomsburg, PA 17815 in accordance with the specifications on file with the Chief Clerk, Columbia County, located at 11 West Main Street, Main Street County Annex, Bloomsburg, PA, 17815, and the Consulting Engineer Group of Civil & Environmental Consultants, Inc., located at 370 East Maple Avenue, Suite 304 Langhorne, PA 19047-2859.

Bids will be received by Jean Lapinski, Finance Director of the County of Columbia at her office, 11 West Main Street, Main Street County Annex, Bloomsburg, PA, 17815 until 3:00 PM, prevailing time on Wednesday the 4th day of March 2020. Bids will be opened at 2 PM on Thursday the 5th day of March 2020, during the Commissioners' meeting, in the Main Street County Annex Commissioner's Meeting Room, 11 West Main Street, Bloomsburg, PA 17815. The contract will subsequently be awarded at 2 PM on Thursday the 19th day of March 2020, during the Commissioners' meeting, in the Main Street County Annex Commissioner's Meeting Room, 11 West Main Street, Bloomsburg, PA 17815.

All bids shall be submitted in a sealed envelope clearly marked "Bid Package for Reconstruction of the Existing Final Closure Cap System and Leachate Collection Systems Upgrade Project" and accompanied by a certified check or cashier's check drawn on a bank authorized to do business in the Commonwealth of Pennsylvania or a bid bond with Corporate Surety, in the amount of 10% of the total bid and made payable to or in favor of the County of Columbia. All bids shall remain firm price for 60 days after the date of bid opening, and, upon the expiration of 120 days from the date of bid opening, the bid security shall be returned to unsuccessful Bidders. As set forth in the Bid Package, the Project is subject to Prevailing Wage Rates. A Performance Bond with sufficient surety in an amount not less than one hundred percent (100%) of the projected total cost of bid amount shall also be required upon execution of the Contract with the successful Bidder.

A mandatory pre-bid conference will be held on February 19, 2020, at 11 AM at the landfill site located at 61 County Home Road, Bloomsburg, PA, 17815.

The project consists of the following general scope of construction services noted below.
•Mobilize equipment and workforce;
•Establish work limits;
• Establish perimeter Erosion & Sediment (E&S) control silt sock/fence control
measures;
•Construct Sediment Basins South and West and inlet/outlet structures and stabilize/
revegetate the basin slopes and surfaces;
•Reconstruct CS-2 leachate collection riser;
•Reconstruct CS-1 leachate collection riser;
•Initiate removal and stockpiling of vegetation and topsoil layers;
•Provide off-site soil material meeting project specifications for use in the reconstruction
of the landfill final cover system;
•Construct work access road across landfill area for cover soil vehicles haul route;
•Initiate placement, grading and compaction of supplementary final cover soil material;
• Construct stormwater diversion channels as final cover soil layer construction pro-
gresses;
•Complete placement, grading, and compaction of supplemental final cover soil
material;
•Haul from onsite stockpile, place and grade topsoil material over the areal extent of the
completed supplemental final cover soil layer;
•Prepare final cover soil layer surface and hydroseed all surfaces with seed and fertilizer
mixture for revegetation;
•Maintain, repair, replace (as necessary) E&S perimeter control measures and monitor
basins & outlet works for project duration;
•CQA Consultant to perform as-built survey of completed supplemental cap;
•NOTE: Potential extra work item prior to demobilization: Restore (repair, repave, replace
(TBD)) Mount Pleasant Township entrance road to site, County Home Road, to precon-
struction conditions for its full length; and
•Demobilize equipment and work force from site.
Landfill gas (LFG) is not currently being generated to any appreciable amount beneath the existing final closure soil cap system. There is one (1) existing passive gas vent riser pipe in the northwest corner of the landfill. The Contractor is to maintain this existing gas vent riser during the progression of the supplemental cap construction work. The Owner will clearly mark this riser to note its location in the field.

The Work is to be substantially completed for Owner's use within 240 calendar days from the date specified in the Notice to Proceed. Liquidated damages of $1,000.00 per calendar day will be assessed after the date for Substantial Completion. Final completion of the Work shall be within 365 calendar days from the specified in the Notice to Proceed. Liquidated damages of $500.00 per calendar day will be assessed after the date for Final Completion.

The County reserves the right to accept or reject any or all bids, or to accept any part of a bid without accepting the whole thereof, or to accept such bid that they deem to be in the best interest of the County.

All Bidders should be aware that the County is an agency subject to the Right to Know Law. Any documents submitted should be considered as subject to potential public disclosure once the bid is awarded. In addition, the County will post information regarding the successful bid package on the County website.
