NOTICE Plains Township RFP for Yard Waste Pick Up Services
NOTICE Plains Township RFP for Yard Waste Pick Up Services - Start Date: April 18, 2022 - Close Date: November 11, 2022 Plains Township Board of Commissioners REQUEST FOR PROPOSALS PROPOSAL REQUESTED: Formal proposals will be received until 4:00 P.M. on Monday January 31, 2022 in the office of the Township Secretary, located at 126 North Main Street, Plains Township PA 18705 and will be forwarded to the Township's Board of Commissioners and Township solicitor for evaluation. Vendor may be selected on or about February 10, 2022. The Township of Plains is requesting proposals from qualified and experienced contractors to pick up residents yard waste. Over the past three years yard waste collection was the following tonnage, however please note that these numbers include residents dropping off yard waste every Saturday morning from 8 AM until 12 noon when DPW has a resident drop off of yard waste - and this will remain in effect throughout the term of this proposal and operated by our DPW department, the Saturday residential drop off is not part of the scope of work: 2019 1878 yards, or 615 tons 2020 1092 yards or 331 tons (decrease due most likely to Covid) 2021 1680 yards of 578 tons (to date 10-1-2021) The Township DPW department will work with the selected vendor to coordinate the yard waste pick up days as they will coincide with refuse day pick up, which is Monday through Thursday at designated streets that will be provided as requested. This RFP does not include refuse pick up. It is up to the selected contractor to dispose of the collected yard waste in an acceptable manor (for example Earth Conservancy drop off location in Newport Township) and shall not dispose of the yard waste in any manner that is not consistent with the rules and regulations as set forth by the Commonwealth of Pennsylvania, DEP, etc,) The Township of Plains accepts grass clippings with its yard waste collections. All yard waste, leaves, garden debris, and logs of 6" in diameter or less will be accepted on an "as is" condition and residents are aware that their yard waste must be in containers and the branches bundled. The days of collection will coincide with the collection of DPW garbage collection dates, which are Monday through Thursday; a copy of the streets in the township with the collection days needs to be obtained by calling the DPW department director Mr. Jeff Gustinucci at 570-760-2105 or email at jgustinucci@plainstownship.org. All requests will be fulfilled via email with the days and streets. Pre-proposal Meeting - One pre-proposal meeting to discuss the services will be held on Monday, January 17, 2022 at 6:00 P.M. at the Plains Township Number 2 Firehouse located on Second Street (rear of the building in the admin work session room) Plains Township PA, 18702. All participants will meet and sign in at this location. The purpose of this meeting will be to respond to questions and provide any needed additional information to vendors for their submission of their proposal. All proposal prices shall be firm for the life of the contract which will initially be for 2 years - subject to acceptance of proposals. No bid bond or performance bond is required; however proof of insurance both liability and personnel must accompany each bid and remain in effect the entire contract time frame. Collusion between firms (contractors) is cause for rejection of all the involved proposals. PATENTED DEVICES, EQUIPMENT AND PROCESSES: It is understood and agreed that without exception, bid prices include all royalties and costs arising from patents, trademarks, and copyrights. The successful bidder shall, in all cases, indemnify and save harmless, the township of Plains from any and all claims for infringement by reason of the use of any such patented design, device, material, or process to be used or delivered, and shall indemnify the said the township of Plains for any cost, expense, and damage which it may be obliged to pay by reason of such infringement, at any time during or after delivery. Plains Township reserves exclusively to its self, the right to reject any, or all proposals, or to accept the proposal deemed most advantageous to the Township and to waive any or all technicalities or informalities in submitted proposals.
