Project Description: The Department will retain an engineering firm to provide preliminary design services for the replacement of the structure carrying S.R. 0048 (Jacks Run Road) over a Branch of Jacks Run in White Oak Borough, Allegheny County (BMS 02-0048-0240-0000). Required services for preliminary design include, but are not limited to: field survey, asbestos inspection, ASTA scheduling, public involvement, geotechnical engineering/reports, right-of-way investigation and preliminary right-of-way plan preparation, constructability review, preliminary type, size, and location (TS&L) and preliminary design for: roadway, structure, drainage, maintenance and protection of traffic, signing, pavement marking, environmental documentation, and utility coordination.

Selection Criteria
The Department will establish an order of ranking of a minimum of (3 ) firms for the purpose of negotiating an agreement based on the Department's evaluation of the statements of interest received in response to this solicitation. The final ranking will be established directly from the statements of interest. Technical proposals will not be requested prior to the establishment of the final ranking.

The following factors, listed in order of importance, will be considered by the Department during the evaluation of the business partners submitting statements of interest:
Criteria Description Weight
Provide a detailed description of the teams understanding of the anticipated project issues/particular engineering challenges you identified with the project and how the teams experience and approach to the solution will result in successfully delivering the project on time. Team must demonstrate how they will pursue project delivery in relation to developing and/or meeting design and construction project schedules. 35%
Efficiency during the design process is imperative. Discuss how the project team will take advantage of the many streamlined procedures and practices within the Department's Project Delivery process as well as other specialized skills, technical competencies and/or innovative techniques and methods utilized by the firm or acquired from past projects to achieve maximum efficiency during design of the project. 30%
Experience and technical competence of the design team will be considered. List the key team members (project manager, lead bridge designer, lead highway designer, utility coordination specialist, right of way acquisition manager and environmental manager) for both the prime and sub-consultants, their individual years of applicable experience, and their experience on similar projects. If a single individual is to serve in multiple capacities (i.e. - project manager is also lead bridge designer), please specify. Also what unique experience/skills does the proposed project manager possess that will provide a level of confidence to the District that the project will be expeditiously delivered on time and with minimal or no significant issues. 25%
Firm must clearly describe their method of controlling the quality of project plans and submissions by outlining a project specific Quality Assurance/ Quality Control (QA/QC) Plan for the project team (includes sub-consultants). 10%

The statement of interest, at a minimum, should indicate how the selected firm will accomplish the tasks outlined and provide the services as detailed. The anticipated duration of the agreement is 6 years.

The goal for Disadvantaged Business Enterprise (DBE) participation in this agreement shall be 10 % of the total agreement cost. Cost included in a DBE firm's price proposal as direct cost of work and services by others shall not count as DBE participation in this agreement, unless completed by a DBE firm. Additional information concerning DBE participation in this agreement is contained in the General Requirements and Information Section referenced below.
