Part Name: SR 1002 Section A14 - Preliminary Design
Project Description: This part consists of the preliminary design for the replacement of the bridge carrying SR 1002 over Marsh Creek in Liberty Township, Centre County. The bridge is located at segment 0270/1087 (Rural Minor Collector Highway, Design Year 2022, current ADT 403 / T=5%). The existing structure was built in 1953 and has 2 spans totaling 98 feet and is 21.0 feet wide. A Detour is anticipated for Traffic Control but will need to be evaluated during preliminary design. Required services will include but not be limited to: Project Management (Administration/Scheduling/Meetings), 3-D survey, Line/Grade/Typical Sections, Cross Sections, Utility Coordination, H&H Report, Preliminary and Final T.S. & L Reports, RSGER, Structure Borings, Waterway Permit, Preliminary Right-of-Way Plans, Preliminary M.P. & T Plans, Design Field View Package, and E&SC Plan/Narrative. The Department will complete the environmental documents with supplemental information provided by the consultant.

Project Description: This part consists of the Final Design for the replacement of the structure carrying SR 1002 Section A14 as described under Part 1. Required services will include but not be limited to: Project Management (Administration/Scheduling/Meetings), Supplemental Surveys, Roadway Design/Plans/Constructability Review Coordination, Cross Sections, Utility Engineering, Final Right-of-Way Plan, Final Structure Foundation Report, Final Structure Plans, Traffic Control Plan, and P.S. & E package preparation.

Project Description: This part consists of the Construction Consultation and Shop Drawing Review for the bridge replacement project SR 1002 Section A14 as described under Part 1. Required services will include but not limited to: Post Design Activities [Administration/Meetings], Shop Drawing Review and Construction Consultation.

Selection Criteria
The Department will establish an order of ranking of a minimum of (3 ) firms for the purpose of negotiating an agreement based on the Department's evaluation of the statements of interest received in response to this solicitation. The final ranking will be established directly from the statements of interest. Technical proposals will not be requested prior to the establishment of the final ranking.

The following factors, listed in order of importance, will be considered by the Department during the evaluation of the business partners submitting statements of interest:

Understanding of the project, including a discussion on the existing and proposed conditions. This includes the application of the Departments design manuals, policies, and procedures 30%
Experience of team on similar projects. Indicate the experience of the team in completing similar projects and how this experience can be applied to the completion of this projects. PENNDOT and Pennsylvania Turnpike projects will be considered. Include a discussion of your past performance record. 25%
Technical Expertise and Experience of Personnel of prime and sub-consultants. Indicate thenumber and experience of key individuals. 15%
Quality Assurance/Quality Control (QA/QC) plan. Firms must describe their methodology andcommitment for ensuring quality project submissions and a quality product in the form of a ProjectSpecific QA/QC plan. Also, describe how the firm will meet the requirements of Appendix AB ofDM-1X. 15%
How will the team pursue project delivery in relation to developing and/or meeting design andconstruction schedules? Also discuss how the team will manage the design of the projects andminimize future maintenance of the projects? 15%

If Adobe Pro is unavailable, the project manager (PM) will convert the pdf document to a word document. The PM will open the word document and verify the text size. The first three (3) pages will contain the consultant's approach to the project. The only information allowed on the fourth page is the conflict of interest statements and the consultant's position regarding content that it considers to be confidential proprietary information, trade secrets or otherwise exempt from public access.

The submitted Organizational chart must be formatted to an 8.5" x 11" size paper.

The statement of interest, at a minimum, should indicate how the selected firm will accomplish the tasks outlined and provide the services as detailed. The anticipated duration of the agreement is 5 years.

The goal for Disadvantaged Business Enterprise (DBE) participation in this agreement shall be 10 % of the total agreement cost. Cost included in a DBE firm's price proposal as direct cost of work and services by others shall not count as DBE participation in this agreement, unless completed by a DBE firm. Additional information concerning DBE participation in this agreement is contained in the General Requirements and Information Section referenced below.
