Sealed bids will be received in the Office of the Westmoreland County Controller, 2 North Main Street, Suite 111, Greensburg, PA 15601, until 2:00 P.M. on May 23, 2023 for BID – RESURFACING OF COUNTY ROADS NO. 3. Bids shall be publicly opened and read aloud at 2:15 P.M. that day in the Commissioners’ Meeting Room #101.

The Base Bid of this project includes resurfacing of roads totaling 0.5 miles (7,700 SY) and 8,950 SY of parking areas using approximately 2,130 tons of 9.5 MM asphalt (leveling and wearing courses), 200 tons of 25 MM asphalt, 1,190 gallons of tack coat, 600 SY for base repair, and 5,238 feet of parking lot line painting.

A Bid Alternate is included for an additional 3,200 SY of two parking lots of using 430 tons of 9.5 MM asphalt (leveling and wearing courses), 250 gallons of tack coat, and 3096 feet of parking lot line painting.

The selection will be based on the lowest Base Bid.

The minimum wage requirements as determined by the PA Dept of Labor & Industry shall apply to this project. PA DOT prequalification of bidders, including subcontractors for the proposed work is required on this project. Bidders are required to provide Bid Security in the amount of 10% of the total contract price. Liquidated damages in the amount of $100 per day assessed if contract not completed on time. Non-collusion affidavit to be submitted with contract.

The County Commissioners reserve the right to reject any or all bids.

An original and two (2) copies of the complete Bid must be submitted in a sealed envelope, and addressed to the Westmoreland County Controller and clearly marked on the outside of the envelope with the Bidder’s name and address and the designation: BID – RESURFACING OF COUNTY ROADS NO. 3

Late Proposals will not be accepted or considered. You must follow all instructions on the attached set of bid specifications. Failure to do so may result in your bid being disqualified.
