Description

Naval Supply Systems Command (NAVSUP) intends to procure a family of items found on the exterior hull of VA class and Seawolf submarines, using a qualification requirement per the provisions of FAR 9.2. The items are commonly called SHT Tiles, consist of fairing strips, epoxy paint, sealing compounds, primer coating, sealer surface, adhesive, and panel sonar GTC. Contractors interested in manufacturing these items must become an approved qualified source by submitting a SAAR package. After submitting a SAAR package, the vendor will need to pass First Article Testing. Interested sources will be required to have access to classified information and the appropriate clearance will be required. In order to obtain or verify possession of the approrirate clearance, you must contact the Defense Security Service (DSS) at https://www.dss.mil/contactus/index.html. They will be able to provide information in regard to local Defense Security Service Representative for the appropriate region. Also due to the military critical technology contained in the specifications and drawings, a completed and approved Form 2345, entitled Military Critical Technical Data Agreement, must accompany the contract request for documents. Certification under the JCP establishes the eligibility of a U.S. or Canadian Contract to receive technical data governed, in the U.S., by DoD directive 5230.25, and in Canada, by the Technical Data Control Regulations (TDCR). The Defense Logistics Information Service at http://dlis.dla.mil/jcp/ is responsible for administration and functionality of the Certification process. After all documentations and the SAAR package is received. All further action regarding the qualification process will between the Contractor and Department of Navy, Naval Surface Warfare Center, Carderock Division, and will not be accomplished under a Navy Contract. The approximate time-period following submission of a product for qualification testing within which the applicant will be notified whether the produced pass or failed the qualification testing is currently estimated at 180 days. When a product is submitted for qualification testing, the applicant must furnish any specific information that may be requested to the manufacturer before testing will begin. Once a contract becomes qualified, The Department of the Navy, Naval Surface Warfare Center, Carderock Division, will notify NAVSUP. At that point, the newly qualified firm will be included on the mailing list of any qualified SHT material solicitations and will be considered for possible contract award.



Naval Surface Warfare Center (NSWC) Caderock Division has determined that SHT material should be designated as AMSC C, requiring engineering source approval by the design control activity in order to maintain the quality of the part. Existing unique design capability, engineering skills, and manufacturing knowledge by the qualified source(s) require acquisition of the part from the approved source(s). The approved source(s) retain data rights, manufacturing knowledge, or technical data that are not economically available to the Government, and the data or knowledge is essential to maintaining the quality of the part. An alternate source must qualify in accordance with the design control activity's procedures, as approved by the cognizant Government engineering activity. The qualification procedures must be approved by the Government engineering activity having jurisdiction over the part in the intended application Engineering source approval is provided by the In-Service Engineering Agent (ISEA) upon a vendor’s facility qualification in accordance with NAVSEA letter 10360, serial number 33/436, dated 16 October 2023. The letter is up-to-date and N97 verified this process is accurate and complete. As such, the following justification has been provided by the Commanding Officer, Naval Surface Warfare Center, Caderock, and meets the requirements of FAR 9.202(a)(1) paragraphs (i) through (iii).



The Special Hull Treatment material operate in harsh salt water environment. Historical issues have been experienced with vendors producing deficient/inefficient material that could not pass First Article Testing (FAT), which compromised schedules and fleet readiness. The SHT material are part of a critical defense system that relies on their performance for the protection and safety of the submarine. Use of an unqualified vendor in the manufacture of these SHT materials could result in premature failure or breakdown of the material, which would affect the submarine’s performance and overall stealth capabilities. By utilizing improper SHT material, it could reduce the submarine’s acoustic signature, making it more detectable by sonar systems. Ineffective material may not absorb or scatter sound waves effectively, allowing more sound to reflect off the submarine’s hull. This would increase the submarine’s detectability, making it easier for adversaries to track and target. This would leave the submarine and its occupants more vulnerable to attack, and possibly result in loss of property and possibly death.



The program office has estimated that the cost for vendors to become prequalified would range from $25k to $175k depending on the complexity of the prequalification requirements for the items being manufactured. This is based on the historical costs to meet the FAT requirements, which would now serve as the prequalification requirements.

The list above encompasses materials (coatings, adhesive, tiles, and seam fillers) used for installation of all SHT systems used by the Navy. In all of these specifications, only formulation data and performance requirements are provided to the manufacturer—the manufacturing process is not specified. In order for a vendor to become qualified, vendors must submit SHT material that meets the appropriate First Article Test (FAT) requirements as a pre- qualification requirement. Since the Government does not control or specify the manufacturing process, the requirements established in the FAT process are essential to maintaining the quality of SHT system components by validating the various manufacturers’ manufacturing processes. For SHT materials, the FAT technical requirements are executed across multiple commands and are time consuming to complete, with typical lead times of 12 to 18 months for each product. For products that fail initial testing, remanufacturing and retesting increases significant lead time as there is limited testing capacity for SHT materials. Thus, awarding contracts prior to vendor prequalification presents additional risk to the government. Ultimately, the time, effort, and risk required to qualify a new vendor after award is not conducive to providing proper fleet readiness. Therefore, authority is requested to establish the FAT requirements as prequalification requirements. Interested vendors who potentially possess the technical capabilities may inquire about the requirement. Such inquiries will be forwarded to the ISEA. Vendors may become prequalified up until the time of award. Award will not be delayed to allow for prequalified.
