DLA Distribution Susquehanna, PA (DDSP) intends to award a contract for the purchase of the Gemini 100100 parcel x-ray system to replace the current outdated Gemini 6040 x-ray system.

Specifications: Parcel x-ray machine equal to the Gemini 100100 large parcel and break bulk cargo x-ray system, including installation of the x-ray subsystem. Capabilities must include: 1) ability to detect metallic objects; 2) ability to detect organic materials; 3) have dual-energy transmission; and, 4) provide the Zback-scatter x-ray technology.

Contractor shall de-install, dismantle, transport, and re-install the Gemini 6040 at another location, perform function checks and maintenance to ensure system operability.

Contractor shall conduct a pre-installation site survey for both the old and new systems to ensure the floor plan and power requirements at both facilities are sufficient.

Contractor shall delivery, install, and perform function checks on the new Gemini 100100 system to ensure all subsystems are properly functioning. Installation shall include any software updates.

Contractor shall provide adequate online basic operator training on the new Gemini 100100 to ensure all DLA employees can perform all functions and capabilities of the new system. Training shall be available for a maximum of ten (10) employees.

Contractor shall provide a one year warranty on entire system, including parts and labor, once system has been properly installed and is fully operational.

RAPISCAN SYSTEMS, INC. has a patent on the Z-backscatter software technology and is the only vendor to combine both the dual-energy transmission (for detecting metals) and the Z-backscatter technology (for detecting organic materials) in one system. Rapiscan Systems, Inc. holds a GSA contract for the Gemini 100100.

All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. A determination by the Government not to compete this acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.

The NAICS for this effort is 334517 with a small business size standard of 1,200 employees. PSC Code is 6665.

This notice of intent is not a request for competitive proposals. This synopsis is for informational purposes only. A solicitation will not be issued for this procurement action or posted to the single Government Point of Entry, the SAM.gov website.

All responsible sources may respond by submitting qualifications/capabilities statement of the company by Thursday, September 28, 2023, at 1:00 p.m. EDT to Anthea Gladkowski, via email: anthea.gladkowski@dla.mil for consideration by the agency. If no affirmative responses are received, a contract will be awarded to Rapiscan Systems, Inc.
