NOTICE OF INTENT TO AWARD A SOLE-SOURCE PURCHASE ORDER

The Army Contracting Command (ACC), Aberdeen Proving Ground (APG), Tobyhanna Division anticipates awarding a firm-fixed-price purchase order to Santa Barbara Infrared, Inc., 30 South Calle Cesar Chavez, Suite D, Santa Barbara, CA 93103 for Blackbody testing/measuring equipment for the Maverick Missile Infra-red (IR) Test Station.

The Government intends to acquire this supply under the guidelines of Federal Acquisition Regulation (FAR) Part 13, Simplified Acquisitions Procedures, and FAR Part 12, Commercial Items. The Government intends to solicit and negotiate directly with Santa Barbara Infrared, Inc. under the authority of FAR 13.106-1(b)(1)(i).

Santa Barbara Infrared, Inc. has the Proprietary Information/Classified Performance Parameters of the Maverick Missile System. Given the proprietary nature of this information, it has been determined that no other source(s) would be available to meet this requirement.

This procurement is for four (4) Blackbodies consisting of the following minimum features and capabilities:

This is not a solicitation for competitive quotes, however, if any interested party has determined that they can meet this requirement, without compromising the specified required criteria and performance characteristics, they may submit the following documentation for review and consideration by TYAD: a statement of capabilities, which must include the details of the proposed item and manufacturer authorization, (if submitting entity is not the manufacturer). This documentation shall be submitted to Deborah Belak, Contract Specialist, at deborah.belak.civ@army.mil by 4:00 p.m. EST. on 28 July 2023.

A determination by the Government to not compete this proposed requirement is based upon responses to this notice and historical data. Information received in response to this notice will be considered for the purpose of determining whether to conduct a competitive procurement.
