Notice of Intent to Sole Source – Overhaul service of 20 Mast Antenna Tubes for the for the Antenna Mast Group (AMG) for the PATRIOT system.
Description:
This is a Special Notice prepared in accordance with Federal Acquisition Regulation (FAR) subpart 5.2, Synopsis of Proposed Contract Actions. The Army will not post a Solicitation, however any firm who believes it can perform the required services may give written notice to the Contracting Officer within 5 days of publication of this Special Notice.
The overhaul services necessarily require any contractor to procure proprietary parts and sub-components to perform the overhaul. The Government does not control the supply chain of the proprietary, mandatory parts required for the overhaul of the 20 mast Antenna Tubes, but rather Will-Burt and Raytheon control the supply chain of these supplies which cannot be procured in the commercial marketplace. Since the Army itself cannot purchase the proprietary parts, the Army cannot compete this effort. The drawings alone are insufficient to perform this effort.
Any interested firm must provide supporting evidence in sufficient detail to demonstrate the ability to comply with the requirement. This proof must consist of documentation from either Raytheon or Will-Burt Company, LLC that it will sell all required, proprietary tools, components, parts, and sub-components for the overhaul of the 20 Mast Antenna Tubes. The Letterkenny Army Depot (LEAD) intends to award a sole source firm-fixed price contract to Will-Burt Company, LLC.
