The Naval Surface Warfare Center Philadelphia Division (NSWCPD) has a requirement, to be awarded on a sole source basis to BriarTek Incorporated of 3129 Mount Vernon Avenue, Alexandria, VA 22305, in support of NSWCPD’s Code 431, Aircraft and Vehicle Handling Branch. This effort shall provide supplies and services for the continued installation, validation and lifecycle support for Man Overboard Indicator (MOBI) systems on U.S. Navy ships. The resultant contract will provide for the acquisition of MOBI transmitters (TX-104 & TX-106), receivers (RX-103), antennas (DF-A101 & HHDF), displays (DF-D101), Power Supply, and associated support services for verification/validation, system grooming, inspections, assessments, personnel training, maintenance and system repairs. The installation and engineering support shall consist of the accomplishment of Ship Alterations (SHIPALTs), Ship Change Documents (SCDs) and Boat Alterations (BOATALTs), preparation for and during shipboard inspections where the MOBI system will have an impact, system integration issues, Electromagnetic Interference (EMI) testing and provisioning of MOBI hardware to the Fleet; integrated logistics support (ILS) modifications and one-per-person transmitter testing and evaluation.
The official Request for Proposal (RFP) will be published on SAM.gov. An electronic proposal will be requested. Interested offerors should monitor SAM.gov for the release of the RFP. The RFP is anticipated for release in May of Fiscal Year (FY) 2024, with award anticipated in September of FY 2024.
It is the Government’s intention to award a FFP supply/CPFF Service IDIQ single award contract vehicle with other than full and open competition using the policies and procedures in accordance with 10. U.S.C. 3204(a)(1) Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements as supplemented by FAR 6.302-1.
