AMENDMENT I
It is the Government’s intention for these load banks to be permanently installed outside in Philadelphia. They shall be rated to operate in all possible environmental conditions within that region throughout the calendar year. Contractor inspections and testing, inclusive of Factory Acceptance Testing, shall be vendor developed and in accordance with NETA (International Electrical Testing Association) ATS Acceptance Testing Specifications. Test Plans and FAT test reports will be required as contractual CDRLs.
Load banks shall be rated for continuous operation to meet all testing needs. Individual tests may be run around the clock and in excess of 24 continuous hours while testing but it is not anticipated that these load banks will run 365 days within a calendar year at this time.
Additional information concerning the technical specification will be included for the formal RFP.

SUBJECT: The Naval Surface Warfare Center Philadelphia Division (NSWCPD) is seeking information regarding procurement of Medium Voltage Load Banks to support land based prototypical shipboard testing. NSWCPD will utilize commercial load banks to simulate shipboard electrical loads for land based testing purposes.
THIS SOURCES SOUGHT IS NOT A REQUEST FOR PROPOSAL. This RFI is for market research purposes only and does NOT constitute a Request for Proposal (RFP). This notice shall not be construed as a contract, a promise to contract, or as a commitment of any kind by the Government. The Government is NOT seeking or accepting unsolicited proposals. This RFI Notice is issued solely for conducting market research in accordance with FAR Part 10 and gathering information for planning purposes.
Government WILL NOT PAY for any information received in response to this RFI, and the Government will not compensate the respondent for any cost incurred in developing the response to this RFI. The Government will not release any information marked with a proprietary legend received in response to this RFI to any firms, agencies or individuals outside the Government without written permission in accordance with the legend. Please be advised that all submissions become Government property and will not be returned.
