The National Oceanic and Atmospheric Administration (NOAA), Office of Marine and Aviation Operations/Marine Operations Center – Pacific requires the services of a port agent to provide husbanding services for NOAA Ship Ferdinand Hassler while in port in Philadelphia, Pennsylvania July 20 – 24, 2023.

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.

(ii) Solicitation number NM-AN2140-23-00768 is issued as a firm fixed price, commercial, request for quotation (RFQ).

(iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2023-02.

(iv) The NAICS code for this acquisition is 488310, Port Harbor Operations; the small business size standard is $47M.

(v) Line items are as follows:

CLIN 1: Pier Space at Penn’s Landing.

CLIN 2: Line Handlers.

CLIN 3: Sewage Offload.

CLIN 4: Potable Water.

CLIN 5: Unarmed Guard.

CLIN 6: Dumpster/Garbage Service.

CLIN 7: Escort Services.

CLIN 8: Shipping and Receiving Support.

CLIN 9: Crane Support.

(vi) Description of requirements for the items to be acquired: The vendor is to provide the items in CLIN 1 – 9 per the attached statement of work.

(vii) Date(s) and place(s) of delivery and acceptance and FOB point.
