Description

The U.S. Army Corps of Engineers, Pittsburgh District, has an upcoming project to refurbish an existing electrical geared traction elevator at Monongahela River Charleroi Locks and Dam, Westmoreland and Washington Counties, Pennsylvania. This small business size standard for this set-aside is $22 million. The Government anticipates using FAR 14 procedures and will not reimburse any bidder for any submissions in response to the invitation for bids.



The existing elevator is in the land-wall dam pier house. The major features of this new requirement follows:




  1. Removal and replacement of the electric geared traction elevator driving machine, existing controls, control wiring, power cables, car fixtures and controls, all travel cables, suspension cables and the governor assembly and rope. The existing car, guide rails, crosshead, styles, safety plank and deflector sheaves shall be inspected and reused if in satisfactory condition.

  2. Install the Elevator Machine room Split System Air Conditioner, Heat Pump and all associated control wiring. Also provide 30A non-fused disconnect switch for outdoor condenser unit.

  3. Remove and upgrade existing light fixtures.

  4. Remove and upgrade existing receptacles in cab, hoistway and machine room with GFCI receptacles.

  5. Remove and upgrade existing elevator disconnect switch.

  6. Install heat detector in hoistway and machine rooms. Install smoke detector in each lobby area of the elevator. All wiring shall go back to the Elevator Control Panel.

  7. Testing new elevator control and functions.



Sustainable acquisition considerations: The soliciation will include provisions and clauses related to HVAC system (energy efficient, use of aerosols/foams), as well as USDA bio-based lubricants, and EPA CPG recovery considerations for construction materials. Disposal of electrical equipment will be required. Hazardous materials will be disposed of in accordance with all federal, state and local regulations. Ferrous and all other construction waste material will be disposed of at commercially permitted facilities licensed to accept waste or recyclable materials as applicable.



The Government anticipates this construction and service repair work will take less than 270 days, with a magnitude cost range between $250,000 and $500,000. The Government anticipates posting the solicitation in approximately two weeks and making award by mid August. A site visist will be scheduled for interested bidders, as established in the soliciation.
