The United States Property and Fiscal Office for Pennsylvania intends to award a sole source, firm-fixed-price purchase order to Motorola Solutions, Inc to provide all labor and equipment required necessary to provide a serviceable and reliable Command and Control system. The Motorola Solutions, Inc shall engineer, furnish, install, and test (EFI&T) and provide all hardware, software and licensing required for the use of the Motorola Scout dispatch console system.

Based on current market research it has been determined that only the aforementioned brand-name product provided by Motorola, can fully meet the Government’s need. This requirement is for proprietary products and no competitor functional replacement products exist in the market at this time to meet the Government's need. Market research conducted to determine what open sources exist to support this requirement and concluded that Motorola's system was the only system capable of integrating with the existing UHF system.

This contract action is for supply/services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b). This contract action will be awarded following the issuance of written solicitation with an anticipated award date of September 1, 2023.
