Description

This is a Sources Sought notice for domestically manufactured products only. This is NOT a solicitation for proposals, proposal abstracts, or quotations. Per the Buy American Act and Executive Order 14005, the Department of Agriculture, Agricultural Research Service is seeking information for domestically manufactured products only, Per the requirements under the Buy American Act and requirements relating to Executive Order 14005 entitled: “Ensuring the Future is Made in All of America by All of America’s Workers”, in the event that a nonavailability waiver request submitted through the Made in America Office (MIAO)’s Digital Waiver Portal is required." Respondents must certify in capabilities statement that products are manufactured in the United States.



The Sustainable Biofuels and Coproducts Research Unit (SBCP) at the USDA-ARS Eastern Regional Research Center is seeking to purchase a compact planetary centrifugal mixer that provides concurrent mixing and deaeration of a sample to assist in film development for measuring oxygen transmission rates.



The purpose of this notice is to obtain information regarding the availability and capability of all U.S manufactured products that are equal to the following product:





Planetary Centrifugal Mixer Specifications:




  • Must be capable of simultaneously mix, disperse, and deaerate high viscosity materials.

  • 400 Gs (force of gravity) of acceleration generated by rotation and revolution speed

  • 510 Gs in deaeration mode

  • Must be rigid to prevent being forced out of shape.

  • 250 mL(milliliter) of processing volume

  • Must include for safety vibration sensor and lid locking function.

  • Dimensions 13”Hx10”Wx10”D (Height by Width by Depth in Inches)

  • Maximum Weight 34lb (pound)




  • Capable of Adjusting the rpm so optimal mixing of various materials is confirmed.




  • Formatted with air cooling mechanism.





CAPABILITY STATEMENT/INFORMATION SOUGHT



All capable vendors should respond with a brief capability statement demonstrating an equal product that is manufactured in the United States by Oct. 16, 2023, by 11:00 AM EST.



Capabilities statement must also include the following information: 1) organization name, address, point of contact, email address, website address, telephone number, UE ID# with an active SAM.gov registration, and a tailored capability statements addressing the particulars of this effort, with appropriate documentation supporting claims of capability.

Interested businesses who consider themselves qualified to provide an equal product that is manufactured in the United States for the above-listed product are invited to submit a response to this Sources Sought Notice by Oct. 16, 2023, by 11:00 AM EST. All responses under this Sources Sought Notice must be emailed to directly to, Claire Anderson: claire.anderson@usda.gov with the Sources Sought ID# 24SS-1104228 in the subject line email.





All information submitted in response to this announcement is voluntary, and the Government will not pay for information requested nor will it compensate any respondent for any cost incurred in developing information provided to the Government.





Any organization responding to this notice should ensure that its response defines how it can specifically meet the specifications for the items requested. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. After review of the responses received, a Combined Synopsis solicitation notice may be published on Sam.gov.
