Description

This solicitation will be issued under the procedures of Parts 12 and 15 of the Federal Acquisition Regulations (“FAR”) for the anticipated procurement of NSN 8150-01-463-8553, ISO 20’ x 8’ x 8’6” ISO Sea/Land Cargo Containers.





The anticipated release date of the solicitation is September 06, 2023. The date is subject to change.





PROPOSAL SUBMISSION



The DLA Internet Bid Board System (DIBBS) electronic upload is the sole method of proposal submission.





A copy of the solicitation will be available via DIBBS, https://www.dibbs.bsm.dla.mil./ All responsible sources will be able to submit a proposal which will be considered by DLA Troop Support. A solicitation will not be emailed to interested parties. All interested parties must access SPE8ED-23-R-0016 via DIBBS.





DIBBS is a web-based application that provides the capability to search for, view, and submit secure quotes for Defense Logistics Agency (DLA) items of supply.



Navigate to: https://www.dibbs.bsm.dla.mil// and select Registered User Log In.



Once logged in, you will be able to submit an offer in response to Solicitation Number SPE8ED-23-R-0016 found on the RFP search screen by selecting the “Offer” icon. The button will only be selectable for vendors who are logged onto DIBBS. If not logged in yet, DIBBS will take you to the log in screen.



You may use this screen to upload a completed offer and all associated documents. The offer must be signed and completed in its entirety in accordance with the solicitation requirements. Do not select submit until all associated documents are added. No data will be saved unless the offer is submitted. Once submitted, documents may be added, but not removed.



After upload of your proposals and submission of your offer, you will be able to print a receipt with the Date and Time Stamp of when the offer was submitted. This is strongly encouraged.









PROPOSAL TEMPLATE



A Proposal Template will be attached to the published solicitation. All CLINS have quantity price breaks. Please complete and return the Proposal Template with your Proposal, otherwise the Proposal will not be considered for award. If quantity price breaks are not provided, proposal will not be considered for award. Mailed offers, e-mailed offers, hand-carried offers and facsimile offers are NOT authorized for receipt of initial proposals. However, in the event of solicitation amendments, clarifications and/or negotiations, revisions to the initial proposal are hereby authorized via email responses to anna.lake@dla.mil and/or nazlah.nash-mitchell@dla.mil.





Proposals must be submitted by the solicitation closing date and time. Proposals received after the solicitation closing date and time, will not be considered for award.





If the offeror is unable to timely upload its proposal in DIBBS, this will not constitute an acceptable excuse to submit a late offer.





Containers must comply with ISO standards.





SURPLUS CONTAINERS ARE NOT ACCEPTABLE FOR THIS REQUIREMENT





LOT AWARD(S)





A total of 2,716 containers will be distributed into three (3) Lots (quantities per lot will vary). Quantity price breaks will be included in each Lot. These requirements must be delivered, F.O.B. destination, divided into Lots by geographic region and color. See below for the delivery location(s) for each Lot:




  • Lot 1 is for CONUS delivery to McAlester Army Ammunition Plant (MCAAP) OK., Fort Bliss TX. and Fort Cavazos TX.






  • Lot 2 is for CONUS delivery to Tooele Army Depot (TEAD) UT., and Joint Base Lewis-McChord (JBLM) WA.








  • Lot 3 is for CONUS delivery to Blue Grass Army Depot (BGAD) KY., and Fort Leonard Wood MO., and Fort Stewart, GA., and Crane Army Ammunition Activity (CAAA), IN.







The requirements of Lots 1, 2, and 3 must all be delivered within 270 days after contract award. This delivery timeframe is a firm requirement for all lots and CLINs. Any proposals offering delivery in excess of 270 days after contract award for any CLIN(s) will be rejected as technically unacceptable for award on any lot(s) containing that CLIN(s).





The Government intends to issue up to three (3) firm-fixed price, definite delivery contracts in response to this solicitation, which is being issued on an unrestricted basis. Award decisions will be made on a lot-by-lot basis. Because award will be made for the entire Lot, offeror will not be considered for a Lot if an offer is not provided for all CLIN(s) within a Lot. Lot 1 will be awarded before Lot 2. Lot 2 will be awarded before Lot 3. Offerors may submit offers on one or more Lots in their proposals. However, in no event will an offeror receive award for any lot that would result in a quantity exceeding its capacity to deliver the full requirements of that lot, as well as any other lots awarded, within 270 days after award. All proposals must clearly state the offeror’s maximum production capacity (by number of complete containers) for delivery within 270 days after award. Offeror will be deemed technically unacceptable for award on a given lot(s) if it does not have the remaining adequate production capacity after the award(s) of preceding lot(s).
