The Naval Surface Warfare Center, Philadelphia Division intends to initiate a Request for Quote (RFQ) to procure the maintenance and repair of a fuel tank farm to include all labor, material, tools, equipment, supplies, testing, and supervision necessary to complete the requirments for the Bldg 77H tank farm, which is located in the southwest courtyard of Bldg 77H at the Philadelphia Naval Business Center (PNBC), Philadelphia, PA 19112. Major elements of work include the definable features listed below.

DEFINABLE FEATURES OF WORK: Work required shall include the following definable features.
- Exercise tank farm valves;
- Demolish and remove existing out-of-service level Tank Level Indicators (TLI);
- Recertification of Tank RVs;
- General Pump Power and Vibration Checks;
- Tank Level Measurements (Ultrasonic and Manual), Inspection, and Calibration;
- Replacement of Pressure gauges;
- Replacement of Tank Leak Detection Port Ball Valves; and,
- Leak testing and Inspection of existing Subservice Piping and two (2) Underground Drain Valves.
Period of performance is 120 Days after receipt of Notice to Proceed for the base work.
Liquidated Damages are applicable.
This solicitation is issued as a Request For Quote (RFQ). A Firm Fixed Price type contract will be awarded.
The solicitation and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2023-02 effective 16 March 2023.
Site Visit: A site visit will be held at the Philadelphia Naval Business Center on Tuesday, 23 May 2023 at 1000 EDT. Requests to attend the site visit must be sent to michael.j.hunter86.civ@us.navy.mil with the following information no later than Monday, 22 May 2023 at 1000 EDT. Requests received after this date/time are not guaranteed to be processed in time for the site visit. No other site visit will be held. The following information must be provided with the request:
