NOTICE OF INTENT TO AWARD A SOLE-SOURCE PURCHASE ORDER

Army Contracting Command APG, Tobyhanna Division intends to award a sole source award to Hisco Inc. for molding compound.

The Primary user is the United States Army.

This is a custom color requirement using a specific base compound. The compound has been tested in accordance with Mil Std 810, and has been approved by the Program Office. Other material compounds have failed to meet the Mil Std requirements. The color must match all other cables that are being procured for future fielding’s of Nett Warrior and the Integrated Visual Augmentation System. Due to the proprietary data from the supplier who does the modification to this molding compound, the procurement of this product from different sources would require re-testing and re-evaluation which would have a significant cost to the government and delay in current production.

The Government intends to acquire this supply under the guidelines of FAR Part 13, Simplified Acquisitions Procedures and FAR Part 12, Commercial Items. The Government intends to solicit and negotiate directly with Hisco, Inc under the authority of FAR 13.106-1(b)(1)(i) for purchases not exceeding the simplified acquisition threshold of $250,000.

This is not a solicitation for competitive quotes. However, if any interested party that can provide this product, without compromising manufacturing delivery, warranty or mark ups, you may submit a statement of capabilities that may be considered by Tobyhanna Army Depot.

Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. Evidence must be provided of the required system while also be authorized by the manufacturer.

The capability statement and any other information furnished must be sent via email and must contain material in sufficient detail to allow the Government to determine if the party can meet the requirements. Capability statements and related materials must be e-mailed to Brian Dionysius at Brian.K.Dionysius.civ@army.mil by 12:00 p.m. EST on March 20th, 2023.
