This project is a Design-Bid-Build contract for HVAC equipment which includes a boiler, unit heaters, pumps, piping, valves, hot water accessories, gas piping, and building controls, which will provide comfort heating to the building. The work includes the removal of the existing steam heating system, and installation of a new hot water heating system.



The removal work includes, removal of the ceiling as necessary to complete the work, as well as the removal of the steam boiler and associated equipment. And also the removal of exhaust flue, piping, pumps, the fuel oil tank, and fuel oil piping. It will also require the removal of concrete pads, wiring, and conduit.



The installation work includes, miscellaneous concrete work, condensing boilers, natural gas piping, exhaust flue, pumps, and associated equipment, hydronic piping, water balancing, controls, wiring, conduit, circuit breakers, VFDs, and ceiling.



The contractor will be responsible for incorporating any changes to the existing Delta Controls Building Automation System (BAS,) including but not limited to modifying control points, programming, graphics and adding any required controllers, hardware and devices. The BAS provides efficient and safe operation of the building HVAC system, by monitoring and controlling the boiler, temperatures, valves, pumps and fire alarm operation. There is a requirement to have the use of DISA’s specification “BACnet” Direct Digital Controls (DCC) System for HVAC, Division 23 and 25, which will interface with the existing Delta Control system already in place at this location. The Delta control system is used at all of DISA locations as they have standardized controls.



The services of a certified Delta Controls programmer are required to ensure the Delta Controls BACnet Direct Digital Controls (DCC) System network properly receives and annunciates signals from Delta controllers. In order to maintain the warranty on the Building Automation System (BAS), SPEC LLC is a certified Delta Controls programmer and DISA’s existing contractor that connects and authorized to make any modifications to the existing DDC systems including associated equipment and accessories. All new devices must communicate using ASHRAE 135 BACnet communications without the use of gateways, unless gateways are requested or approved by the Government. When gateways are allowed, they must support ASHRAE 135, including all object properties and read-write services shown on designer provided and Government approved interoperability schedules. Manufacturer's products, including design, materials, fabrication, assembly, inspection, and testing shall be in accordance with ASHRAE 135, ASME B31.1, and NFPA 70.
