Amendment 0001 - Provides questions and answers as a result of the site visit on 5 January 2023.

The Naval Surface Warfare Center Philadelphia Division (NSWCPD) is issuing a combined synopsis/solicitation for commercial services prepared in accordance with Federal Acquisition Regulation (FAR) Part 13 and Subpart 12.6, as supplemented with additional information included in this notice. Proposals are being requested and a formal written solicitation will be included as part of this submission, which is Request for Quotation No. N6449823Q5026.

The Contractor shall provide all labor, management, supervision, tools, material, and equipment required to perform Cooling Water equipment and systems Preventative Maintenance, Diagnostic Service Visits, and Service Calls. These services include monthly, semi-annual and annual preventative maintenance, and general maintenance for NSWCPD Cooling Water equipment and systems associated within NSWCPD-maintained facilities at PNBC, Philadelphia, PA 19112. This contract will have a Period of Performance of one (1) year.

The associated North American Industrial Classification System (NAICS) code for this procurement is 238220 with a small business size standard of $19,000,000.00. This requirement is 100% Small Business Set-Aside.

The Government intends to award a single contract to the responsible offeror that has the lowest total evaluated price with acceptable ratings for all other factors. Tradeoffs will not be made. All factors, with exception of price, will be evaluated on an acceptable/unacceptable basis. If any factor is rated “unacceptable,” the offeror shall be excluded from consideration for award. The following factors shall be used to evaluate quotes: Technical Capability, Past Performance, and Price. This office will not accept any telephonic, written, or faxed requests for a copy of the solicitation. The official media for distribution of this RFQ is www.sam.gov. It is the Offerors’ responsibility to monitor the web site for any amendments.

In accordance with FAR 52.237-1 - SITE VISIT, offerors are urged and expected to inspect the site where services are to be performed and to satisfy themselves regarding all general and local conditions that may affect the cost of contract performance.
