SOURCES SOUGHT/REQUEST FOR INFORMATION FOR



INSTALLATION OF FIBER OPTIC CABLE NETWORK at Letterkenny Army Depot (LEAD)



The Government intends to award a commercial, single, Firm-fixed price, competitive, supply contract no later than 29 September 2023 and will use the results of this request to develop its acquisition strategy. All information submitted will be held in a confidential status.



The Army Contracting Command, Redstone Arsenal – Letterkenny Army Depot (ACC-RSA-LEAD) is issuing this Request for Information (RFI) and Source Sought announcement to gain information from industry and seek sources capable of and interested in the aerial installation of fiber optic cable. The purpose of providing this information is to conduct Market Research and identify interested sources capable of procuring and installing the equipment in the attachments.



Interested vendor(s) may request a copy of the applicable specifications and applicable drawings through SAM.gov. Vendor(s) must be registered in Joint Certification Program (JCP) to be eligible to review the applicable specification and drawings.



Contractors must be properly registered in the Government System for Award Management database (SAM). Offerors may obtain information on SAM registration and annual confirmation requirements by calling 1-866-606-8220, or via the Internet at www.sam.gov.



Eligibility



At this point, the Government requests the response from all interested capable businesses and the applicable NAICS for this requirement is 237130 Power and Communication Line and Related Structures Construction with a small business size standard of $45 Million. At this time, the Government has made no decisions about whether a full and open competition will occur. Upon review of industry response to this notice, the Government will determine whether to solicit on a sole source basis, whether to set-aside the acquisition or compete on a full and open basis.



Capability



The Contractor personnel who will perform on this contract must have certification in fiber optic installation and termination sponsored by the manufacturer of the equipment. The Contractor must have among its personnel, a Building Industry Consulting Services International (BICSI) Registered Communications Distribution Designers (RCDD) or equivalent with the expertise to review drawings and installation plans. Contractor must have experience performing on a similar effort.



Capabilities Statement and additional Information and Submission Details



REQUESTED INFORMATION:



Please provide a Capabilities Statement addressing the following issues.



1. Do you have experience installing aerial fiber optic cable? Describe the type of work your company performed in the past in support of the same or similar requirements? Describe your ability to meet the requirements in the Draft SOW.



2. Approximately how long would you need to accomplish this requirement?



3. Please identify other Government agencies for whom you have performed similar work in the past. What contract vehicle(s) were utilized for those contracts? Please provide contract numbers and Government points of contact.



4. What obstacles or difficulties did you encounter while performing similar work on past contracts? List any lessons learned or best business practices found.



5. If awarded a contract, how many calendar days following an award would it take your firm to begin providing the supplies and begin performance?



6. What installation support will your company require to successfully perform the requirements of the required work?



7. Does your company currently possess the capabilities to perform all the tasking for the required work internally? If not, what areas may require accomplishment with teaming arrangements and subcontracting?



8. What are the traditional warranties that your company will offer for the required work identified in the draft SOW?



9. Do you have a Building Industry Consulting Services International (BICSI) Registered Communications Distribution Designers (RCDD) or equivalent with the expertise to review drawings and installation plans?



10. If applicable, indicate whether you qualify as a Small, Small Disadvantaged, 8(a) Small Business, Women-Owned, HUBZone, or Service-Disabled Veteran-Owned Small Business Concern and provide your documentary proof from the Small Business Administration.



11. Do you intend to submit a quotation for this effort?



12. Please provide your budgetary estimate for this effort.

The government plans to use the Internet and e-mail as the primary means of disseminating and
