- Introduction
The FAA’s intends to award a firm fixed price engine test cell testing contract on a single source basis to AVCO Corporation (dba Lycoming Engines) in support of the Piston Aviation Fuels Initiative (PAFI) and the Eliminate Aviation Gasoline Lead Emissions programs. These programs seek to identify and authorize replacements for current 100 octane low lead (100LL) aviation gasoline. The FAA requires engine test cell testing of the 100LL candidate Afton/Phillips 66 fuel on the Lycoming TIO-540-J2BD Engine in accordance with approved PAFI testing protocols. The Government intends to procure these services pursuant to Acquisition Management System 3.2.2.4 “Single-Source Selection”. The PAFI Technical Advisory Committee, a committee comprised of over 40 industry collaborators, designated this Lycoming engine to be used for the testing as it best represents the operational boundary conditions of the overall general aviation fleet. Required technical data associated with the TIO-540-J2BD engine and Lycoming’s testing methodology is proprietary to the company. Consequently, Lycoming Engines is the only source with the requisite system knowledge, engineering expertise, and technical data necessary to provide the required support.
