SUBJECT: The Naval Surface Warfare Center Philadelphia Division (NSWCPD) is seeking information regarding procurement of three types of Transformers to support land based prototypical shipboard testing.





THIS SOURCES SOUGHT IS NOT A REQUEST FOR PROPOSAL. This RFI is for market research purposes only and does NOT constitute a Request for Proposal (RFP). This notice shall not be construed as a contract, a promise to contract, or as a commitment of any kind by the Government. The Government is NOT seeking or accepting unsolicited proposals. This RFI Notice is issued solely for conducting market research in accordance with FAR Part 10 and gathering information for planning purposes.





Government WILL NOT PAY for any information received in response to this RFI, and the Government will not compensate the respondent for any cost incurred in developing the response to this RFI. The Government will not release any information marked with a proprietary legend received in response to this RFI to any firms, agencies or individuals outside the Government without written permission in accordance with the legend. Please be advised that all submissions become Government property and will not be returned.

CONTRACT TYPE: Firm-Fixed-Price (FFP) contract





EQUIPMENT INSTALLED LOCATION: Philadelphia, PA





SCOPE: The Naval Surface Warfare Center Philadelphia Division is seeking information regarding procurement of Transformers to support land based prototypical shipboard testing. Three types of transformers are being looked for. The Transformers shall be 3-Phase Delta-Delta 4160V/450V, 3MVA; 3-Phase Delta-Y 4160/480V, 3MVA; and a Delta –Y 13.2kW/4160V, 10MVA. The 4160V/450V and 4160V/480V transformers shall be dry type and indoor rated transformers. The 13.2kW/4160V transformer shall be outdoor rated and can be either dry type or oil filled. They should all comply with applicable ANSI, ASTM, NETA, IEEE, NEMA, and NFPA codes.





The following minimum specifications being looked for are also listed below for a clearer format.





3-Phase Delta-Delta 4160V/450V, 3MVA




  • Dry type

  • Indoor rated





3-Phase Delta-Y 4160/480V, 3MVA




  • Dry type

  • Indoor rated





Delta –Y 13.2kW/4160V, 10MVA




  • Outdoor NEMA rated.







CAPABILITY STATEMENTS:





Interested businesses are invited to submit capability statements, not to exceed 15 double spaced, single-sided pages in length, demonstrating their ability to fulfill this requirement. Responses and capability statements must address, at a minimum the following:





SECTION 1: INTRODUCTION




  • Identify the Sources Sought Number and Title





SECTION 2: CORPORATE DESCRIPTION






  • Name of Company and Address

  • Ownership, including whether: Small, Small Disadvantaged Business (SDB), 8(a), Women-Owned Small Business (WOSB), HUBZone, or Service Disabled Veteran-Owned Small Business (SDVOSB)

  • Points of contact, including: Name, Title, phone, and e-mail address

  • CAGE Code and DUNS Number





SECTION 3: REQUIREMENT



The following information must be provided:



1. Scope: A complete description of the Offeror’s Transformer capabilities that would directly relate to the Government’s scope as stated above. Existing technical data sheets should be provided if available and any details on customer required interfaces would be helpful but is not required if not available.





2. Commerciality: Justification as to why this requirement is commercial. Additionally, evidence of commercial sales to a non-government entity via an un-redacted invoice and/or a Commercial Published Price List inclusive of upgrades. Alternatively, if interested businesses deem this requirement as non-commercial, please provide rationale accordingly. Note – This supplemental information is not binding. 3. Rough Order of Magnitude (ROM): Interested businesses are to include a ROM that meets the above specifications. Note – This supplemental information is not binding. If is for information purposes only.





4. Timeline: Estimated timeline from award date to complete initial and follow on quantities as detailed above as well as the assumptions that support that lead time.
