Industry Engagement Day- Upper Guide Wall Slope Stabilization at Dashields Locks & Dam



Industry Engagement Day



The Corps of Engineers (USACE), Pittsburgh District intends to advertise a construction contract for upper guide wall slope stabilization at Dashields Locks and Dam near Moon Twp, PA. The solicitation for the project is scheduled to be posted in 2023. The scope will include construction of a secant pile retaining wall to stabilize a landslide that has caused deflection of a sheet pile wall on the landward side of the Upper Guide Wall. The scope will also include developing site access and work platform to support equipment necessary for drilled shaft construction. Construction is anticipated to be in-the-dry. Important project constraints include: Work outside Government property is prohibited. Construction activities must not further destabilize the Upper Guide Wall slope or add driving load to the Upper Guide Wall.



In accordance with DFARS 236.204 (v), the magnitude of construction for the project will be between $25,000,000.00 and $100,000,000.00.

Conceptual plans and details will be posted in advance of the industry day. USACE will be soliciting feedback on the conceptual plans and details to assist with means and methods for construction.





The industry engagement day will be held starting at 0800 hours on 15 November 2022 and is open to prime contractors, subcontractors, material suppliers and other vendors who have an interest in this project.

Industry engagement day questions are attached to this posting. Written contractor feedback is requested and greatly appreciated. Please email alex.s.kassick@usace.army.mil with completed questionnaires by C.O.B. November 18th. Questionnaires will be considered proprietary and will not be made public. Partially completed questionnaires are acceptable.





Individual Meetings:



Contractors will have the opportunity to meet one on one with USACE on November 15, 2022, in person or via WebEx, additional appointments via WebEx will be available November 16, 2022, if needed. One on one meetings will begin following a field view of the project site and time slots will be filled on a first come first served basis. Time slots are available at 1000 hours, 1100 hours, 1200 hours, 1300 hours, 1400 hours, 1500 hours, 1600 hours on the same day. Meetings will be limited to 45 minutes. These meetings will be held at Dashields project office. Contractors are limited to 4 personnel for in-person or virtual individual meetings.



Security Requirements:



No later than November 10, 2022 (1200 hours), all prime contractors, subcontractors, material suppliers and other vendors who plan to attend the construction contractor industry day will need to provide all information required for criminal history checks to meet facility access requirements to be accomplished by the Pittsburgh District Security Office. No one will be admitted to the event without clearance from the Pittsburgh District Security Office. In order to complete the background check, please fill out the attached LRP Security Information Sheet with the attendees and send to ivan.r.russell@usace.army.mil.





Personal Protective Equipment (PPE) Requirements:



PPE is required: steel-toed boots, hard hats, life jackets are required.



USACE can provide limited hard hats and life jackets if necessary.
