The Centers for Disease Control and Prevention intends to award a sole source firm fixed price purchase order to California Analytical Instruments, Inc, to supply a Innova Multipoint Gas Analyzer.
The sole source purchase request specifies a California Analytical Instruments (CAI) photo acoustic analyzer to be used to measure SFe concentrations in air. The research team is performing tracer gas testing in a physical model to conduct ventilation and methane control experiments to enhance miner safety. The team requires instrumental analysis of low concentrations of gas {we require a limit of measurement of 1O ppbv of SFe in air, or less) to improve our measurement capabilities and to speed up turnaround time of analytical results currently being done gas chromatography. The CAI instrumentation specifications indicate it will be able to meet the needs of the project. Other researchers at NIOSH PMRD and Morgantown labs use the same instrumentation in their research. The team regularly interacts with these other NIOSH researchers on tracer gas testing and is very advantageous for us to be able to discuss findings using the same instrumentation. The ability to interact with collaborating and cooperating NIOSH researchers in a seamless way when we share instrumental results gives the team the best opportunity to address the safety and health needs on underground workers. The California Analytical Instruments Innova Multipoint Gas Analyzer is the only viable option.
This contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b) (SAP) and 10 U.S.C. 2304(c)(1). Interested persons may identify their interest and capability to respond to the requirement or submit proposals.
This notice of intent is not a request for competitive quotations; however, all quotations/responses received within seven (7) days of the issuance of this notice will be considered by the government.
A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
