The Naval Surface Warfare Center Philadelphia Division (NSWCPD) intends to negotiate and award a sole source contract to Pietro Carnaghi of Rockford, IL for the purchase of parts to support the running of the Government owned Pietro Carnaghi Vertical Turret Lathe. The Pietro Carnaghi machines is an essential part of the Navy Foundry and Propeller Centers (NFPC) support of various ship classes in the Navy fleet. The Government intends to make an award prior to the end of the 1st quarter of fiscal year 2023.

The contractor will transfer ownership of the parts listed below which are currently in NFPC’s inventory as consignment parts.

Pursuant to 10 U.S.C 2304(c)(1), Pietro Carnaghi is the only responsible source capable of fulfilling the Navy’s requirements for the specified effort. The proposed award and resulting contract for parts for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302.

THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. Interested parties, however, may identify their interest and capability by responding to the requirement. The Government will consider all information received prior to the closing date of this synopsis. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
