Description

Allegheny River Lock and Dam #6 Structure Demolition and Site Restoration



Allegheny River Lock and Dam #6, Freeport, Pennsylvania





The United States Army Corps. of Engineers, Pittsburgh District is procuring the work required to demolish the current two dwellings, one shed, one well-house (concrete slab), and two fire hydrants, including foundations, underground tanks, vaults, underground utility supply lines (gas/water) back to street valves and connections to overhead utility lines (electric/phone) and utility poles. The structures include 2 dwellings (approximately 31 feet 10 inches wide by 26 feet 2 inches long by 34 feet 7 inches high), 1 shed (approximately 11 feet wide by 20 feet long by 14 feet high), and 1 well-house with a concrete slab (approximately 5 feet wide by 10 feet long). Once the structures are fully removed, site restoration includes backfilling with clean fill and grading the former structure locations. Hazardous Material testing came back positive for both lead and asbestos in both dwellings. The Contractor shall be responsible for handling and disposal of the hazardous materials in accordance with the Safety and Disposal requirement specified herein.



The Contractor shall confine all operations at the work site between the hours of 7:30 AM and 4:00 PM, Monday through Friday, unless otherwise approved by the ACO. All tree removal and building demolition must be completed during the hibernation period for the ESA-listed bat species (October 1 – March 31). All cleanup and other work may be completed outside of the hibernation period for the ESA-listed bat species. Work will not be permitted on weekends or Federal holidays unless otherwise approved. The Contractor shall complete all work within 450 calendar days after receipt of Notice to Proceed. After the demolition and final inspections have been completed, the contractor is to de-mobilize fully within 14 calendar days.



The work shall be completed within 450 calendar days after written Notice to Proceed.

The acquisition will be procured as IFB/Sealed Bid The resulting award will be for one (1) Firm-Fixed-Price (FFP) Contract. All responsible Bidders are encouraged to participate. The Invitation for Bid (IFB) will be issued on or about 1 December 2023, online through Procurement Integrated Enterprise Environment (PIEE) which posts the opportunity to SAM.gov; therefore, requests for hardcopies of the solicitation will not be honored.





The North American Industrial Classification System (NAICS) Code for this acquisition is 238910 - Site Preparation Contractors. The Small Business Size Standard for this NAICS Code is $19,000,000.00.
