The Naval Surface Warfare Center-Philadelphia Division (NSWCPD) Philadelphia, PA intends to procure on a Total Small Business basis for Commercial Services for the application of Thermal Spray Coating to DDG 51 Shaft Sleeves. The requirement will have the contract provide services to undercut, surface prep, thermal spray, finish grind, and package four (4) DDG 51 class waterborne propulsion shafts in support of Test & Evaluation effort to identify wear-resistant coatings for waterborne bearing journals.
The solicitation is expected to result in a Firm Fixed Price (FFP), Single Award type contract utilizing Lowest Price Technically Acceptable (LPTA) best value continuum source selection process as described in FAR 15.101-2. The government intends to award one (1) contract to one (1) responsible offeror whose proposal, conforming to the Request for Quotation (RFQ), is considered technically acceptable with the lowest evaluated price proposal meeting or exceeding the acceptability standards for the non-price factors.
This notice shall not be construed as a contract, a promise to contract, or as a commitment of any kind by the Government.
Due to the subject matter of this requirement, those interested in obtaining the Request for Quotations (RFQ) shall submit a copy of the DD Form 2345 Joint Certification Program (JCP) Certificate via email to frank.vennell@navy.mil
Upon receipt of the JCP Certification the RFQ will be sent out, along with a separate email of the drawings to the email listed point of contact and location.
