REQUEST FOR PROPOSALS REPLACEMENT OF OIL BURNERS/HEATERS The South Central Transit Authority (SCTA) is requesting proposals for the replacement of the four oil burners/heaters and associated mounted waste oil tanks at its Lancaster Operations Center. An original and three (3) additional hard copies of the proposal and one (1) electronic copy on a USB of the proposal shall be received at the office of the SCTA Executive Director, 45 Erick Road, Lancaster, PA 17601, no later than 2:00 pm, prevailing time, on Friday, October 20, 2023. A non-mandatory Pre-Proposal Meeting will be held. The Pre-Proposal Meeting will be held at the Lancaster Operations Center, 45 Erick Road, Lancaster, PA, on Tuesday, October 3, 2023, beginning at 10:00 a.m. An opportunity to review the RFP specifications and inspect the facility will be provided as part of the Pre-Proposal Meeting. All proposals and contracts are subject to all applicable state and federal laws and to a financial assistance contract between the South Central Transit Authority, the County of Lancaster, the U.S. Department of Transportation Federal Transit Administration and the Pennsylvania Department of Transportation. Contractors will be required to comply with all applicable Buy America (only if total proposed cost is over $150,000), Non-Discrimination, Non-Collusion, Lobbying, Debarment and Contractor Integrity laws and regulations. SCTA solicits and encourages disadvantaged business enterprise participation. DBE's shall be afforded full consideration of their response and will not be subject to discrimination.
