SEALED BIDS for the Phase III Renovations to: The YWCA Lancaster will be received on or before April 18, 2024, 3:30 pm, prevailing time, at the offices of the YWCA Lancaster, located at 110 North Lime Street, Lancaster, Pennsylvania and will be opened publicly and read aloud at that time. Each prospective bidder should provide three (3) copies of their bid proposal. DRAWINGS AND SPECIFICATIONS will be provided by the Architect, TIPPETTS/WEAVER architects, inc. 137 North Duke Street, Lancaster, PA 17602. CONSTRUCTION SHALL BEGIN one week following the Notice to Proceed. BIDS may not be withdrawn by the Bidder for a period not to exceed 60 calendar days following the actual date of the opening thereof, except as provided by Act No. 4 (1974) of the General Assembly of the Commonwealth of Pennsylvania. PRE-BID CONFERENCE There will be a Pre-bid Conference at 10:00 AM, March 28, 2024, attendance is mandatory. Prospective Bidders may also gain access to the site by contacting the offices of The YWCA Lancaster, 110 North Lime Street, Lancaster, Pennsylvania 17602. Interested general contractors must furnish evidence of the following qualifications at the pre-bid conference or thereafter within 7 business days to TIPPETTS/WEAVER architects, inc. to pre-qualify for the opportunity to furnish sealed bids. Interested General Contractors must demonstrate successful completion of at least three similar projects in the past 3 years and meet any and other requirements herein contained in the Project Manual. CONTRACT DOCUMENTS for the described project, in .pdf format, can be obtained by prospective bidders on or after 1:00 PM, March 20, 2024 upon request to the Architect, at no cost. Notice is hereby given to bidders that construction of this project is being funded, in part, by a federal grant provided to Lancaster County Redevelopment Authority from the Community Development Block Program (CDBG), U.S. Dept of Housing and Urban Development and is subject to the Davis Bacon Act of March 3, 1931, as amended. The Wages must be paid by contractors according to the U.S. Department’s Wage Decision included in the specifications. All bidders must also comply with the requirements of Section 3 of the Housing and Urban Development Act of 1968; the Executive Order of 11246 or any other order which prohibits discrimination in employment. All bidders are advised that an executed Attachment B from the Section 3 Action Plan included in the specifications must be submitted or the bid will be rejected as non-responsive. Other public funding, including but not limited to funds from the Redevelopment Assistance Capital Program (“RACP”), has also been granted to Owner which will be used towards the payment of the Project. The Contractor shall comply with the all requirements as set forth in the Schedule of Public Funding Requirements. Qualified Minority and Women Owned Businesses (MBE/WBE) are encouraged to respond to the Invitation to Bid. All prospective bidders must have an active registration with the Federal System for Award Management ( SAM.gov ) at the time of response. The Owner requires all bidders demonstrate compliance with The Child Protective Services Law (CPSL). ALL individuals working on site will be required to obtain clearances. Existing clearances are acceptable provided none are older than 60 months. All clearances shall be obtained in accordance with the CPSL and Pennsylvania Department of Human Services REQUIRED CLEARANCES SHALL INCLUDE: -Pennsylvania Child Abuse History Clearance; -Pennsylvania State Police Criminal Record Check; and -Federal Bureau of Investigations (FBI) Criminal History Background Check. Bidders are required to provide bids for all work required to complete the project. BID SECURITY shall accompany each bid submitted in the form of either a certified check, bank cashier’s check or bid bond executed by an acceptable surety company equal to 10% of the base bid, for the total of the complete project. The successful bidder will be required to furnish a PERFORMANCE BOND and PAYMENT BOND issued by a surety company satisfactory to the Owner for the total of the complete project. The undersigned reserves the right to waive any informalities, irregularities, defects, errors or omissions in or reject any or all proposals or parts thereof under the applicable terms of each funding source.
