INVITATION TO BID Project: LED TRAFFIC SIGNAL MODULE REPLACEMENTS – 2023: Project generally comprises replacing LED modules at sixteen (16) signalized intersections and four (4) school flashers. Owner: MANHEIM TOWNSHIP 1840 Municipal Drive Lancaster, PA 17601 Direct inquiries concerning the purchase of Bidding Documents and the asking of technical questions to Sarah Schappell, Assistant Director of Public Works-Engineering at 717-569-6406, extension 1138. Sealed bids will be received by the Commissioners of the Township of Manheim, at the Manheim Township Municipal Office at 1840 Municipal Drive, Lancaster, Pennsylvania 17601, until 11:00 a.m., October 3, 2023, at which time they will be publicly opened and read. Bidding Documents may be examined without charge at the Manheim Township Municipal Office, address shown above. Copies of Bidding Documents may be obtained at the Township Office for a fee of $ 25.00 per set. Deposit will become the property of the Township and no deposits will be returned. Bids from prospective Bidders who have not purchased complete sets of Bidding Documents will not be accepted. A non-returnable postage and handling fee will be charged for each set of Bidding Documents delivered. Fee amount will depend upon type of delivery requested. Bids shall remain open for a period of 60 days from the date of Bid opening unless award is delayed by a required approval from a governmental agency, the sale of bonds, or the award of a grant or grants, in which event the Bids shall remain open for a period of 120 days from the date of Bid opening. See Instruction to Bidders for other provisions on the time available for acceptance of Bids. Each Bid must be accompanied by Bid security in the form of a certified check, bank check, or Bid Bond (in the required form) for 10 percent of the Bid total. The Contract will be subject to the prevailing minimum wage determination established by the Department of Labor and Industry of the Commonwealth of Pennsylvania. Contractor shall be pre-qualified as a traffic signal installer by the Pennsylvania Department of Transportation. Contractor awarded the contract shall furnish owner with copy of said certificate. Bids are to be marked "LED Traffic Signal Module Replacements – 2023" on the outside of the envelope. MANHEIM TOWNSHIP hereby reserves the right, which is understood and agreed to by all Bidders, to reject any and all Bids and to waive any omissions, errors, mistakes, defects or irregularities in any Bid.
