SEALED BIDS WANTED Sealed bids for fabrication, delivery, and placement of a precast concrete box culvert to be installed by the Township will be received online via the PennBid Program ( www.PennBid.net ) by West Hempfield Township, Lancaster County, Pennsylvania, until 10:00 AM, Monday, February 5, 2024. The bids will be publicly opened and read electronically, via PennBid’s website, at 10:00 AM (prevailing time), same date. Copies of Bidding Documents for Silver Spring Road Culvert Replacement are available online and at no cost at www.PennBid.net . A non-collusion affidavit is required. Successful bidders must post performance security and payment security in the amount of 100% of the contract price. Notice is hereby given to bidders that this project is subject to the provisions of the Pennsylvania Prevailing Wage Act approved August 15, 1961 (Act No. 442, P.L. 987), as amended. Bids must be on the forms furnished by the Owner. No bid will be considered unless it is accompanied by a certified check or bid bond in an amount not less than ten percent (10%) of the bid total. Such bid security shall be made payable to West Hempfield Township. All bid bonds shall be in the form included within the bidding documents and shall be accompanied by a power of attorney from a licensed surety company as described in the Bidding Documents. Owner shall award the Contract to the lowest responsive and responsible Bidder or shall reject all Bids within sixty (60) days of the date of the bid opening, and no Bidder may withdraw his Bid before the expiration of such sixty (60) day period; provided, however, if the award of contracts is delayed by required approval of another government agency, the sale of bonds or the award of a grant or grants, the Owner shall reject all bids or award the Contract to the lowest responsive and responsible Bidder within one hundred twenty (120) days of the date of Bid opening, and in such event no Bidder may withdraw his Bid before the expiration of such one hundred twenty (120) day period. Extensions of the date for the award of the Contract may be made by the mutual written consent of the Owner and the lowest responsive and responsible Bidder. The owner reserves the right, at its option, to waive any informalities, irregularities, defects, errors, or omissions in any or all proposals and to reject any or all proposals.
