ADVERTISEMENT TO BID (3) Copies of the Sealed Proposals for the Ground Floor Renovations to: The YWCA Lancaster will be received at the office of The YWCA Lancaster, 110 North Lime Street, Lancaster, Pennsylvania 17602; until 3:30 PM prevailing time on May 22, 2023. Proposals will be publicly opened and read aloud at that time. The Owner reserves the right to reject any or all bids and to waive any irregularity in the bidding. The Work of the Project will include, but is not necessarily limited to providing all labor, materials, equipment and appurtenances for the following: Ground Floor Renovations to: THE YWCA LANCASTER. The Work, as defined in the Contract Documents, shall include selective demolition, new construction and waterproofing to the existing building. All work shall be executed in strict conformance with the requirements set by applicable federal, state and local agencies having jurisdiction over the work of the project; including IBC 2018, NFPA Life Safety Code, Universal Accessibility Standards (as administered by the Pennsylvania Department of Labor and Industry), and Requirements of the Americans with Disabilities Act. All prospective bidders are strongly encouraged to attend a Pre-Bid Conference to be held May 08, 2023 at 10:00 AM starting in the Offices of The YWCA Lancaster, 110 North Lime Street, Lancaster, Pennsylvania 17602. Contract Documents for the described project, in .pdf format, can be obtained by prospective bidders on or after 1:00 PM, May 01, 2023, upon request to the Architect at no cost. Hardcopy request shall be requested (2) hours in advance of pick-up and accompanied by a non-refundable deposit of $350.00 (Three Hundred Fifty and 00/100 Dollars) per set. Notice is hereby given to bidders that construction of this project is being funded, in part, by a federal grant provided to Lancaster County from the U.S. Dept. of Housing & Urban Development and is subject to the Davis Bacon Act of March 3, 1931, as amended. Wages must be paid by contractors according to the U.S. Department’s Wage Decision included in the specifications. All bidders must also comply with the requirements of Section 3 of the Housing and Urban Development Act of 1968; the Executive Order of 11246 or any other order which prohibits discrimination in employment. All bidders are advised that an executed Attachment B from the Section 3 Action Plan included in the specifications must be submitted or the bid will be rejected as non-responsive. Qualified Minority and Women Owned Businesses (MBE/WBE) are encouraged to respond to the Invitation to Bid. The Owner requires all bidders demonstrate compliance with The Child Protective Services Law (CPSL). ALL individuals working on site will be required to obtain clearances. All clearances shall be obtained in accordance with the CPSL & PA Dept. of Human Services. REQUIRED CLEARANCES SHALL INCLUDE: -Pennsylvania Child Abuse History Clearance; -Pennsylvania State Police Criminal Record Check; and -Federal Bureau of Investigations (FBI) Criminal History Background Check. BID SECURITY shall accompany each bid submitted in the form of either a certified check, bank cashier’s check or bid bond equal to 10% of the base bid, for the total of the complete project. The successful bidder will be required to furnish a PERFORMANCE BOND and PAYMENT BOND issued by a surety company satisfactory to the Owner for the total of the complete project.
