This request for proposals (“RFP”) provides sufficient information to enable interested law firms (“Firms”) to prepare and submit proposals for the Governor’s Office of General Counsel’s (“OGC”) consideration to satisfy a need for Out of State Lien Enforcement Services for the Pennsylvania Department of Revenue (“Revenue”).
This RFP is issued pursuant to Executive Order 2015-2 dated January 20, 2015, and in accordance with Section 518 of the Commonwealth Procurement Code, 62 P.S. § 518 and Part III Chapter 8 of the DGS Procurement Handbook.
The Issuing Office is seeking proposals, on behalf of Revenue, to procure the services of an Offeror to enforce collection of out of state tax debt. Traditional collection tools such as dunning notices, telephone calls, levy, and referral to a third-party collection agency have limited expectation of resolution. States are increasingly reliant on taxes reported and paid by out of state taxpayers. As an example, Pennsylvania customers make purchases online from out of state sellers. The state tax debt associated with out of state taxpayers should increase in a corresponding way. The need for out of state lien enforcement services remains paramount for protecting the Commonwealth’s best interests.
