On behalf of the Commonwealth, the Office of Administration, Bureau of Employee Benefits (BEB) is responsible for the administration of the Unemployment Compensation Program (UCP). Under the UCP, agencies under the Governor's jurisdiction are required to ensure that, for every claim filed by former or current employees, the agency's responsibilities as an employer are met throughout the claim process through and including appeals filed with any appellate courts. Agencies under the Governor's jurisdiction are grouped into six (6) Human Resource Delivery Centers, which are comprised of 40 agencies. Approximately 80,264 employees are covered under the UCP. Currently five (5) agencies covering 49,900 employees use a third-party vendor to meet the agencies responsibilities under the UCP. The remaining agencies' unemployment compensation (UC) claims, hearings, and appeals are handled by agency, or Office of Administration staff.
