The Issuing Office is requesting proposals from Offerors that have the ability to provide the Commonwealth of Pennsylvania with professional consulting services for the execution of a complete, comprehensive and legally supportable statewide disparity study. The disparity study shall be used to assess the existence, extent, and impact of discrimination, if any, against Small Diverse Businesses (SDBs) and Veteran-owned Business Enterprises (VBEs) within the market area and the utilization of those businesses on contracting opportunities within the Commonwealth of Pennsylvania as well as that of the Pennsylvania Department of Transportation (PennDOT) established State Diverse Business (DB) Program.

SDB and VBE Goal Information Session.
A SDB and VBE Goal Information Session will be held virtually via Microsoft Teams, on Tuesday, October 4, 2022, from 9:00am -10:00am EST. This session will provide a brief overview of the RFP and the SDB and VBE Participation submission instructions. Offerors that wish to attend the SDB and VBE Goal Information Session shall submit their RSVP via email to Kelly Frederick at kefrederic@pa.gov no later than 12:00pm ET., Monday, October 3, 2022.
