The Pennsylvania Fish and Boat Commission (PFBC) will be soliciting proposals to conduct a feasibility study (Project) on expanding Steelhead Trout smolt production in the Lake Erie watershed to reach a goal of one million smolts reared and stocked annually. The PFBC will be holding a Suppliers Forum with interested parties to go over some details of the Project and answer questions and receive feedback prior to the official Request For Proposal.
The PFBC currently produces approximately 400,000 Steelhead smolts at the Fairview State Fish Hatchery in Erie County, PA. This project will include utilizing the existing water supply to increase production to one million smolts. The Project will require a minimum of three fish production options along with conceptual drawings and bioprogramming to demonstrate the feasibility of each option. These options may include expanding the current flow through system, adding a partial recirculation system, or adding a recirculation aquaculture system. The PFBC will choose one as a preferred option and the vendor will provide a construction and maintenance budget for that option. The PFBC anticipates three deliverables for the Project.
1. Conceptual site plans for each option
2. A written report describing each of the options
3. The projected design, construction, operation, and maintenance cost of the PFBC preferred option
All work shall be performed by or under the direct supervision of a registered Professional Engineer experienced in hatchery design and operation, including flow through, partial recirculation, and recirculation aquaculture systems.
This supplier forum is a round table discussion with the public to help us write future bid specifications.
